Mass casualty drill in Gurnee

Gurnee police and fire departments collaborated in a mass casualty training exercise Saturday (5/2/15) at Woodland Intermediate School, with the hope of being able to provide faster emergency medical treatment in crisis situations.

Police normally ensure an area in a conflict is secure before calling in emergency medical services, which increases the time someone injured waits for help. This training exercise trialed a new approach where police officers sweep a room but don’t fully secure it, then paramedics come in and do an initial triage and bandaging if necessary. This would allow vital treatments for wounded people in hostage situations to arrive sooner, increasing their chances of survival.

Gurnee police do similar drills twice a year at locations like Six Flags, Gurnee Mills, and all the local schools. These exercises ensure that police have a working knowledge of the land should a situation ever develop there.

The U.S. Navy also participated in the exercise playing characters within the scenario. Personnel from the Grayslake, Waukegan and Zion fire departments participated and teachers were also involved.

The simulation started with the fire department responding to a rescue call for a broken leg at the school. While there, they heard shots fired and the police were notified. From this point, the simulation could go any number of directions, based on how the police and fire department reacted to the situations they encountered.

William Meyer, administrative commander for Gurnee police, said the scenario is designed to be as close to real-life scenario as possible, with moulage used to create realistic effects such as burns and jutted bones in the wake of a bomb.

Terrorists weren’t differentiated from students in the exercise, as police aren’t always sure who the terrorists are.

Gurnee isn’t the first to try this new approach. A similar exercise was held in Bristol, Wis., roughly one month ago.

Gurnee receives federal grant

The Daily Herald has an article about the Gurnee Fire Department receiving a federal grant:

Gurnee [was awarded] a federal grant toward the purchase of upgraded safety equipment for firefighters.

Deputy Fire Chief John Kavanagh said the promised federal money will allow the village to replace 14-year-old air packs. “We would not be able to make the purchase without this grant being awarded.”

Gurnee will receive the $229,469 from the U.S. Department of Homeland Security. [and] will buy 39 high-tech air packs with masks custom fitted for each firefighter.

Kavanagh said the fire department expects to receive the new air packs in 2015. While the current breathing equipment is tested and considered safe, he said, it has outlived its usefulness.

He said the [money] will pay 90 percent of the new air packs’ cost [and] the village will cover [the balance] of the tab.

… Algonquin/Lake in the Hills Fire Protection District was awarded $372,149 for 55 new air packs.

2-Alarm fire in Gurnee, 10-27-13

This from Larry Shapiro:

The Gurnee Fire Department was dispatched for a fire at 17434 W. Walnut early afternoon. Companies found fire in one unit of a six-unit townhouse. The alarm was escalated to a Box Alarm and then to a 2nd Alarm as the fire began to spread to adjacent units. Crews made an aggressive attack and were able to stop the fire before it spread to the end units.

Three firefighters were transported with minor injuries and several residents signed medical releases on the scene.

Mutual aid with engines was from : Beach Park, Grayslake, Mundelein, Waukegan, and Libertyville. Round Lake was due with a truck, Fox Lake with a squad, and a total of four mutual aid ambulances (Lincolnshire-Riverwoods, Lake Villa, Long Grove, and Zion) were at the scene to handle rehab and the transports.

Gurnee firefighters make rescue at house fire

The Daily Herald has an article about a house fire in Gurnee on Sunday where firefighters rescued a resident:

Firefighters are crediting thermal imaging cameras with saving the life of a young man during a residential fire early Sunday morning in Gurnee.

Gurnee fire Battalion Chief James Pellitteri said firefighters responding to the home in the 4400 block of McClure Avenue at 1:34 a.m. found smoke and fire in the upstairs unit of the two-story building.

When firefighters entered the first-floor unit, they found one victim conscious. That person was evaluated at the scene and released.

A second victim was discovered trapped and unconscious. Because visibility was low due to the smoke and fire, Pellitteri said firefighters used thermal imaging technology to locate the young man.

“Time was of the essence,” Pellitteri said. “And (the technology) really helps us find the victim that much quicker.”

The victim was revived and transported by a Zion ambulance to Vista East Medical Center in Waukegan.

“It didn’t seem like he was going to make it,” Pellitteri said. “To get a rescue like that is pretty remarkable. That TIC camera was the difference.”
