Rutland-Dundee Fire Protection District news

A judge recently sided with the Rutland Dundee Fire Protection District in terminating a contract to provide fire and ambulance services to about 30 houses in the West Dundee Fire Protection District.

Rutland officials sued in spring 2018, arguing its residents unfairly subsidized emergency services to the houses in the West Dundee fire district by paying three times what those residents pay, and that the agreement was last changed by board members who are no longer in office.

A Kane County judge ruled in favor of Rutland last week and gave West Dundee fire district officials until the end of April to strike a deal for new fire protection services.

According to the suit, Rutland and the West Dundee Fire Protection District signed an agreement in November 2004 to have Rutland provide fire and ambulance services for a yearly cost of $7,500. The West Dundee Fire Protection District covers a group of luxury houses off Frontenac Drive and Boncosky Road, just west of Route 31, and is a taxing body that exists only on paper. Under state law, it may contract for fire and ambulance services.

The initial deal was extended in May 2016 to run through April 2020, but the judge ruled changes to the contract could not bind future members of the Rutland board.

“The rate generated by the levy when extended against each parcel of property, creates a tax burden on the residents of Rutland-Dundee that is three times the burden imposed on the residents of West Dundee,” read part of Rutland’s argument in favor of terminating the contract.

The West Dundee Fire Protection District previously struck a deal with the Village of West Dundee for fire services in the early 2000s, but it signed the 2004 deal with the Rutland Dundee Fire Protection District when the village asked to increase the contract.

Warren-Waukegan Fire Protection District news

Residents of the Warren-Waukegan Fire Protection District can expect lower tax bills after the district approved a whopping $1.2 million tax abatement, by far the district’s largest ever and one of the largest local abatements in recent history.

The abatement was approved by the district board last week and reflects its dedication to addressing resident concerns over property taxes. Though it is too early to calculate what the abatement will represent in terms of tax savings to district residents, a $300,000 abatement by the district last year resulted in a tax decrease of about $75 for the average household.

The district covers the unincorporated areas between Waukegan and Gurnee west to Grayslake, and includes about 3,300 households and structures. Park City is also part of the district’s coverage area, although it is incorporated.

Careful business planning and help from Gurnee made the contract as reasonable as possible and has helped change the district from an an entity that was, on average, $800,000 in the hole annually as recently as 15 years ago to one that now carries cash reserves large enough to allow such an abatement.

By enlarging the Gurnee Fire Department’s coverage area, the district also allows that department to apply for grants and funding it would not otherwise be eligible to receive.

The district has purchased numerous ambulances, engines, and even paid for half of Gurnee’s newest ladder truck. The district also passed a resolution more than 10 years ago that no district residents would need to pay out-of-pocket expenses for ambulance calls.

Western Springs Fire Department news

On a night deemed bittersweet, the Western Springs Village Board with fire department staff and members of the Hinsdale and La Grange fire departments took time Monday to send Capt. Steve Heinzelman off to retirement.

One of Heinzelman’s most noted achievements in his 22 years with the village was the response he organized to Hurricane Harvey’s catastrophic flooding across Texas in August 2017. Officials said he reached out to fire departments near Katy, Texas, found out what firefighters there needed and organized a collection drive.

Heinzelman was often seen putting in long hours grilling at Gathering on the Green, the village’s spring community event.
