Six fire-alarm monitoring companies have sued the village of Schaumburg over a recent law directing all of the approximately 1,200 businesses in town to the governmental agency Northwest Central Dispatch and its own private contractor for their alarm monitoring.

The plaintiffs argue that the law approved last August creates a government-backed monopoly for one business, as well as raising the costs for all its customers.

Schaumburg Fire Chief David Schumann said recent examples of unreliability among private monitoring systems exceed his comfort level. As Northwest Central Dispatch must be contacted for any emergency in the village, he came to conclude that the fewer steps involved in a 9-1-1 call, the more streamlined and safe the process is.

Over a 15-month period before last year’s policy change, the Schaumburg Fire Department documented 31 instances of unreliability among private alarm and sprinkler systems. Among the problems were systems that caused a 10- to 12-minute delay in contacting the fire department.

Elk Grove Village-based SMG Security Systems Inc. is one of the plaintiffs in the lawsuit. Its owner and president, John Reidy, said Schumann’s arguments can sound logical to a layman but less so to those in the industry. Purely from a financial perspective, the monthly cost to his current customers in Schaumburg will increase from $25 to $80 as a result of the policy change.

Also named as defendants in the suit are Northwest Central Dispatch and its contractor, Tyco Integrated Security.

John Ferraro, executive director of Northwest Central Dispatch, said the other 10 municipalities his agency serves  have had policies similar to Schaumburg’s new one for decades. He never heard any outcry or experienced any legal action until Schaumburg joined them.

Schaumburg’s Assistant Village Attorney Howard Jablecki said the village believes a home-rule municipality has even greater authority to make such decisions than the fire protection districts that have been sued in the past.

One Schaumburg stands alone on the village board in his belief that steep fines against the alarm companies could have handled the issues of unreliability as effectively as the policy change that was enacted.

These photos are from a structure fire that occurred June 2 in the 2300 block of Good Speed Lane. The Schaumburg Fire Department was able to bring the fire under control quickly, which was confined to two units and the roof of the building. Hoffman Estates and Streamwood fire departments assisted in extinguishing the fire. No injuries to civilians or firefighters were reported. Red Cross assisted on scene with the displacement of residents.

A new response agreement between four towns for handling accidents on the Jane Addams Memorial Tollway (I-90) through Schaumburg is overcoming the obstacle to emergency vehicles created by a concrete barrier built as part of the recent improvements, Schaumburg Fire Chief David Schumann said.

That barrier — dubbed the “chute” by local firefighters — divides the local and express lanes of westbound I-90 for about a mile or so from Route 53 to just west of Meacham Road. Because there are no gaps in that or any other wall along the tollway for emergency vehicles to change lanes or direction, the nearest entrance ramp to access all lanes is at Arlington Heights Road to the east.

And under the new agreement, Arlington Heights firefighters will simultaneously respond to accidents in that area. The agreement also has Rolling Meadows firefighters covering the ramp from southbound Route 53 to westbound I-90, and for Hoffman Estates to respond on eastbound I-90 from Barrington Road to Roselle Road.

All three departments feel the multi-department agreement on how best to get emergency equipment to accident scenes returns the biggest issue on the tollway to motorists reporting accidents while unsure of exactly where they are.

That’s part of the reason why Schaumburg and Arlington Heights personnel will be simultaneously dispatched to accidents in and around the chute.

Fire Department 50th Anniversary Open House

The Schaumburg Fire Department invites the public to attend its Open House to celebrate the department’s 50th anniversary.

The event will take place from 11 a.m. until 1 p.m. Saturday, May 6 at Fire Station 51, 950 W. Schaumburg Road.

The itinerary includes Presentation of the Colors by the department’s Honor Guard followed by a welcome from Fire Chief Dave Schumann. Speakers will include Mayor Al Larson and retired Captain Jim Naatz, who will serve as the keynote speaker. Refreshments will be available following the brief program.

Fire protection in Schaumburg was provided by the Roselle Fire Protection District in the early days. The Schaumburg Fire Department was created by village ordinance on February 20, 1966, and appointed volunteer firefighters that officially began serving the Schaumburg Fire Department on June 1, 1967.

Today, the Schaumburg Fire Department provides suppression and emergency medical services to a day-time population of 150,000. Responding from five fire stations, 120 shift personnel respond to more than 9,100 calls a year. The fire department is responsible for providing emergency response services including fire, ambulance, hazardous materials, underwater rescue and recovery, high angle, trench and confined space rescue; and education/fire prevention programs including school presentations, station tours, high rise drills, and Explorer Scout Post 333. Schaumburg Fire Chief Dave Schumann has announced he will retire at the end of August after serving 42 years in the fire service, 38 of them spent in Schaumburg and 18 as the department’s chief.

Schumann was hired by the Schaumburg Fire Department in 1979, and he rose through the ranks by being promoted to lieutenant in 1986, captain in 1991, and deputy chief in 1993. When former Chief Ed Lacey retired, Schumann was appointed acting chief in October 1998 before being appointed chief in February 1999.

Throughout his tenure, Chief Schumann saw the department through a variety of capital building projects including the construction of two new fire stations, major reconstruction and expansion of two others, and construction of a dedicated Emergency Operations Center.

He increased education requirements for fire department applicants and firefighters seeking promotion; helped the department transition to a regional 911 Center at Northwest Central Dispatch; and expanded emergency medical services by implementing advanced life support capabilities on all firefighting vehicles.

Schumann also spearheaded fire code upgrades including mandatory fire alarm upgrades and sprinkler system installation in older high-rise buildings; mandatory sprinkler system installation in nearly all classifications of new buildings, including single family dwellings.

New programs that developed under his watch include fire company inspections of businesses in their response districts, mandatory fitness training for firefighters, and an expansion of public education programs, primarily for senior citizens. He also initiated the process currently underway for the department to receive agency accreditation by the Commission on Fire Accreditation International.

The village will commence a comprehensive recruitment process to find Schaumburg’s new fire chief, which may span a period of several months. Schumann’s last day with the village will be Friday, Aug. 25.

The rebuilt Jane Addams Tollway (I-90) brought new lanes, modernized interchanges, and an unwelcome surprise for Schaumburg firefighters — a longer response time for crashes.

Previously, firefighters responding to an incident would enter westbound I-90 at Route 53, but a concrete barrier now divides the westbound I-90 local and express lanes for a mile or so between Route 53 and just west of Meacham Road.

“This makes it increasingly difficult for emergency vehicles to access many parts of I-90,” said Fire Chief Chief David A. Schumann. “It’s a public safety issue.”

The tollway was a good partner during the I-90 construction, keeping the village in the loop about the project, Schumann said.

Schaumburg typically covers 911 calls on westbound I-90 between Route 53 and Barrington Road.

As a temporary solution, Schaumburg firefighters now enter I-90 at Arlington Heights Road, which gives them access to all lanes, but the reroute is longer and costs precious time. There’s going to be delayed responses of up to 15 minutes, Schumann estimated. The Schaumburg is talking with Arlington Heights and Hoffman Estates on a Plan B.

The toll agency “works with local communities to ensure that the impacts of improvements made to our roadway system will continue to allow full access to emergency service providers,” spokesman Dan Rozek said. “While designing and building the Meacham Road Interchange, the tollway worked closely with the village of Schaumburg to ensure the new interchange was appropriately designed to meet the needs of emergency responders.”

For Hoffman Estates, new ramps to and from the west at I-90 and Roselle Road will “mean a world of difference getting someone to the hospital quickly,” Fire Chief Jeffrey Jorian said.

Schaumburg Fire Department news

Schaumburg Fire Department Capt. Dan Johnson has been promoted to Deputy Chief of Operations effective immediately. Johnson most recently served the department as a captain and a shift commander.

Deputy Chief Johnson will be responsible for emergency scene operations, which include ensuring adequate personnel and equipment are present; coordinating essential emergency tasks; and ensuring personnel accountability and scene safety, plus other responsibilities within the department.

He has been in the fire service since 1992 holding several positions since joining the Schaumburg Fire Department in 1998 including firefighter/paramedic, lieutenant, captain, and shift commander.  He holds a Bachelor’s degree in Fire Service Management from Southern Illinois University and is a state certified Chief Fire Officer in addition to being a member of the Schaumburg Technical Rescue and Hazardous Materials Response Teams.

Johnson replaces Deputy Chief Bill Spencer who is retiring after 12 years in the position and more than 35 years with the department. Spencer has been instrumental in the development of multiple comprehensive response plans, adjustments in responses due to I-90 reconstruction, as well as advancements in EMS equipment and policies.

Lt. John Schneidwind has been promoted to captain. He is a 28-year veteran of the department having served in such roles as public education, CPR training, and special teams.

Lt. Ted Pellus, a 30-year veteran of the department has also retired. Firefighter/paramedic Jeff Englund a 23-year veteran of the department, and Firefighter/paramedic James Sheehan an 18-year veteran have been promoted to the rank of lieutenant.
