CFD Deputy Commissioner McNicolas resigns after crash (more)

The blood alcohol level of a high-ranking Chicago Fire Department official was still nearly twice the legal limit almost four hours after he crashed a department-issued SUV last month off Lake Shore Drive, according to city records.

The documents obtained by the Tribune under the Illinois Freedom of Information Act show that internal investigators with the fire department didn’t administer the Breathalyzer test to then-Deputy Commissioner John McNicholas until 4:32 a.m. April 20. The crash took place a little before 1 a.m. that day, while McNicholas was off-duty. He had a blood alcohol content of 0.154 percent — nearly twice the legal limit of 0.08 percent, according to city records.

It was unclear why the fire department didn’t test McNicholas until nearly four hours after the crash or why Chicago police did not perform a Breathalyzer test and instead issued only a ticket for negligent driving. Anthony Guglielmi, chief spokesman for the Chicago Police Department, said Wednesday that the department is continuing to investigate the circumstances surrounding the crash.

“Detectives have met with prosecutors and presented their investigation,” Guglielmi said in an email. “Additional follow-up items have been requested by (prosecutors) and those are being completed. The case remains open and active.”

McNicholas resigned from the fire department shortly after the incident.

House fire in Hawthorn Woods, 5-25-16

Lake Zurich firefighters were called to 3160 Louise Court in Hawthorn Woods Wednesday night (5/25/16) for a house fire. A series of heavy thunderstorms were moving through the area at the time. First arriving units reported smoke showing and pushing out from the eaves in front. Fire soon vented through the roof and interior companies made an aggressive attack knocking down the majority of the fire quickly. The alarm was upgraded to a Box Alarm bringing mutual aid from close to a dozen neighboring departments.

Fire departments will no longer share fire chief (more)

George Sheets has been fire chief of both Oak Lawn and Chicago Ridge for nearly two years now, and the arrangement has worked out so well that all talk of giving up one of the positions has gone by the wayside.

“This was a concept that had never been done before is done now,” said Sheets, who became Oak Lawn fire chief in 2009, and added Chicago Ridge in July 2014, following discussions between Mayors Sandra Bury of Oak Lawn and Chuck Tokar in Chicago Ridge. His salary is shared by the villages, saving Chicago Ridge about $65,000 annually

“Some people doubted it would work. But it has been a success story,” said Sheets during a wide-ranging interview on Monday, when he discussed the improvements made to the Chicago Ridge department while cutting costs as well.

Last summer he considered going back to Oak Lawn full-time, after he oversaw the opening of the second Chicago Ridge fire station on Lombard Avenue, and the successful implementation of the part-time firefighter program. But now, he said, with the encouragement of Tokar and the village trustees, he has decided to there is no need to change what isn’t broken.

“We’ve been able to increase personnel by 50 percent, while saving the village $350,000 over the past year in the operating budget,” he said. The refurbished Lombard Street station is staffed 12 hours a day by both part-time and full-time firefighters, with everyone going through the same training.

‘It has worked out better than people thought. We’ve got labor-management harmony too,” he said.

“I’m not a micromanager. I expect excellence, but I let them do their jobs, and my door is always open for suggestions,” said the chief. This style has led to improved morale, according to many in the department.

There are now 21 full-time firefighter/paramedics, including three lieutenants, and 13 part-timers on staff. The village also has about a dozen paid on-call firefighters.

“It has been a great learning experience. We all work together and all these guys have been very helpful,” said Alec Kowalczyk, a part-time firefighter from Palos Heights, who hopes to become full-time eventually.

The success of the fire department’s advancements actually earned the village of Chicago Ridge the James Baird Leadership Award for 2015 from the Illinois Public Employer Labor Relations Association.

Sheets said that with the opening of the new fire station, a second ambulance was put in service, reducing response times by nearly two minutes, and by purchasing a quint last year for $650,000, he said the village actually saved more than $2 million in replacement costs.

“Any time you implement change, there is going to be concerns, But (with Sheets) there is no personal agenda and no political agenda,” said firefighter/paramedic Victor Kiman, explaining the friendly relationship between management and labor.

“Years ago, it was contentious. It seems to be really improved. The communication channels back and forth are always open. That helped a lot,” said Lt. Bob Eggert.

Hinsdale Fire Department news

Hinsdale firefighter/paramedics, along with firefighters from eight other area fire departments conducted a hazardous materials response drill Saturday (5/21/16) near Ogden Avenue and Adams Street. The staged scenario involved illegal dumping of chemicals into a creek. It was Hinsdale’s turn to host the twice a year training for the Division 10 Hazmat Response Team.

Team members responded to a report from a resident who claimed to see a man pouring liquid from barrels on the back of his truck into the creek, said Hinsdale firefighter and hazmat technician Mike Wilson.

The barrels actually were filled with water and an EPA-approved dye, which turned the water a fluorescent color. A mannequin was used for the truck driver, who was found unconscious on the ground by the truck. Someone also played the role of a police officer who had arrived first at the scene and passed out. Firefighter/paramedics removed the victims from the scene and transported them to area  hospitals.

In the past year, the hazmat team has responded to three real incidents, including when a clear gel in an IV-like plastic bag was found on the BNSF railroad tracks in Brookfield last October. More recently, the Division 10 hazmat team responded to a chlorine leak at a water treatment plant in Darien.

Cary may subsidize fire district with SEECOM (more)

Weeks after the Cary Village Board discussed subsidizing the Cary Fire Protection District to prevent the district from changing dispatch providers, the fire district’s board of trustees said it is not interested in taking money from the village. They made their position clear at a meeting last week in which they directed Fire Chief Jeffrey Macko to tell representatives from the village and SEECOM it will not accept a subsidy from the village.

Village Administrator Chris Clark had raised the idea of a $25,000 to $30,000 financial bridge at the Committee of the Whole’s May 6 meeting after the fire district received a less expensive contract offer from NERCOMM, a McHenry dispatch center.

Currently, both Cary police and fire services are dispatched through SEECOM. If the fire district moves to NERCOMM, all calls would be routed there, and police calls would require a transfer to SEECOM, which would lead to a short delay.

At Thursday’s meeting, fire trustees said much of the county already has fractionalized service, including parts of Cary’s district in unincorporated McHenry and Lake counties. Macko said NERCOMM offered a rate of $28 a call as opposed to $51, and the contract would save the district an estimated $240,000 over five years.

“I think it was totally wrong for the village to offer to do this,” board President Ernest Carlson said. “It’s not right. We’re trying to save the taxpayers money. What are they doing? They’re taking it out of one pocket and giving it to us? It’s ludicrous.”

Although Clark and Police Chief Patrick Finlon had expressed concerns about having to transfer police calls between dispatch centers, several trustees recoiled at the idea of subsidizing another taxing body.

Macko said he would deliver the message to village and SEECOM officials. The dispatch center had provided a 90-day extension on the fire district’s current contract, and the trustees agreed to wait to see if SEECOM offered a lower rate.

North Chicago Fire Department news

In an emotional ceremony Monday in North Chicago, Flight for Life officials credited the North Chicago Fire Department with the organization’s most dramatic rescue effort in 2015, honoring local first-responders police officers and firefighters for saving the life of a Chicago woman last autumn.

The 22nd annual Scene Call of the Year Award for 2015 was presented to the firefighting paramedic team of Cmdr. Joshua Rickabaugh, Cmdr. Joshua Monroe and firefighters Danny Roark, Joseph Hernandez and Joseph Schimanski.

Nicole Wood of Chicago, was a passenger in a BMW SUV that crashed into a gravel truck on Route 41 south of Route 137 on Sept. 21. The SUV’s driver was not seriously hurt, but Wood was trapped in the twisted metal of the wreckage, crushed beneath the truck.

Rescue personnel said they went through virtually every extrication tool in their trucks in an effort to free the critically injured, unconscious woman. Route 41 was blocked off to create a landing zone for the helicopter.

“We knew (the victim) had multi-system trauma, and it was important to get her out quickly,” Rickabaugh said, but he added that “with the complexities of the extrication, it took us one hour and 20 minutes,” with the norm being 20 to 40 minutes.

North Chicago officials stressed the mutual aid and invaluable assistance to the call by personnel from Naval Station Great Lakes, Knollwood, Libertyville, the North Chicago Police Department, North Chicago Police dispatch, the Lake County Sheriff’s Office, and Flight For Life.

North Chicago Fire Chief Dell Urban said after the ceremony that “this was the call of a lifetime, an extraordinary accident. Several chiefs on location said they’d never seen anything like this, in terms of the lengthy extrication.”

Of some 1,000 calls a year that Flight for Life responds to, only a handful are considered by a panel of judges, based on guidelines for using air medical transport. The submissions were examined for scene safety, triage decisions, critical thinking, complex planning and accident scene management, integration of the helicopter into the call, and use of skills that went beyond the call of duty to treat the patient.
