For the past year, the Northbrook police and fire departments have seen major changes in their managerial ranks as some officials retired and others were promoted.

The Northbrook Fire Department has promoted administrative officials 17 times since last summer, said Fire Chief Andrew Carlson. Some employees were promoted twice within that time frame. Carlson for example was promoted to deputy chief and then chief, he said. The promotions in the fire department led to six new hires, all firefighters and paramedics, and the department will hire two more firefighters and paramedics in October.

Since he was appointed in January, Carlson said the fire department has spent a lot of time reviewing previous procedures to increase efficiency. In May, the department reverted back to its previous policy of having two deputy chiefs, which also contributed to the fire department promotions this year. Moving forward, the department will spend time doing a data analysis to have the ability to predict where call volumes will come from.

In the Northbrook Police Department, the retirement of eight administrative positions led to multiple shifts within the department.

All of the promotions have been internal, which benefits the departments because the officials moving up in rank have institutional, community and procedural knowledge. Most promotions are a result of a retirements after serving the community for the majority of their career. The departments can see multiple retirements in a given year because a lot of employees are hired at the same time early on in their career and stay with the department for decades.

As police and fire officials move through the ranks, the departments need to hire new officers and firefighter/paramedics. Following state statutes, both departments partner with agencies in neighboring communities to test candidates looking for police and fire jobs.

The departments work with the Board of Fire and Police Commissioners to select which candidates to hire based on the initial test scores, interviews, and other department requirements, like a polygraph, Adkins said. Both departments are required to administer the test every two years, so if a position opens they have lists of potential candidates.

Northbrook Fire Department Deputy Chief Andrew Carlson will be appointed fire chief at the beginning of next year, officials announced Wednesday.

Carlson will replace Fire Chief Jose Torres, who is retiring at the end of December.The promotion is effective Jan. 1, 2018. He has worked in fire protection for 35 years, 18 of which for the Northbrook Fire Department.

He started in 1999 as a firefighter and paramedic. Over the course of his career he was promoted to lieutenant, captain, battalion chief, and deputy chief.

Torres, who was hired in January of 2015 after a nationwide search, said Thursday that he decided to retire because it is time for him to move on both personally and professionally. He added that his tenure as chief has been productive so he wants to leave on a high note.

The retirement of Northbrook Fire Chief Jose Torres was announced Friday, the latest in a series of changes to the upper echelons of Northbrook’s emergency services in the last year. Torres, then 52, was hired in January of 2015 to take over the department. He came to Northbrook after 34 years in the fire service, the last 18 in Santa Monica, Calif.

“I’m surprised,” Villager President Sandy Frum said of his retirement. “I thought he did a good job. I’m just surprised from the age standpoint.”

Torres could not be reached for comment. A press release did not explain his decision.

One of the key improvements during his tenure was the elevation of the department’s Insurance Service Office rating to a Class 1. Much of the credit for that jump went to Deputy Chief Dan Quinn, who retired a month ago, after 28 years working for the department. He had been in his new job for only about a year, replacing Tim Smeltzer, who shifted to battalion chief.

Quinn’s replacement was formally announced Sept. 26 along with other promotions to fill in the ranks. The new deputy chief is Andy Carlson, a former battalion chief, and Capt. David Schweihs moved up to battalion chief. Firefighter/paramedic Steven Luecht was promoted to lieutenant.

Torres will stay until the end of the year, leaving at the same time as Northbrook Police Chief Chuck Wernick, who announced his retirement in July. A month before, Deputy Police Chief Lou Caruso, head of operations, and Dan Petka, spokesman and head of community relations, announced their retirements.

Northbrook Village Manager Rich Nahrstadt said a nationwide search will get underway to replace Torres.

The Insurance Services Office has rated the Northbrook Fire Department a Class 1, placing it among the top 243 departments of a total 47,000 nationwide.

It’s been a long road to the honor for the department which was rated at Class 5 at the beginning of 1996. The department jumped to Class 3 that year and to a Class 2 about three years later.

On a 100-point system, the rating awards a possible 50 points for fire operations, 40 for firefighting water availability, and 10 for communications, according to the ISO. Northbrook cleared the 90-point Class 1 hurdle with 91.72.

The rating organization has become more accepting of automatic aid in recent years, recognizing that in dense suburban areas, it makes sense to share resources, said Northbrook Fire Department Deputy Chief Dan Quinn.

Northbrook’s response times have been inching up in recent years, Quinn acknowledged, adding that the steady growth of the village and the call load have been responsible. Through the use of full-time and paid-on-call firefighters, automatic aid, and non-automatic mutual aid, Northbrook averages 26 people at every structure fire, he said, compared to the 15 that ISO looks for.

Recognition by ISO that mutual and automatic aid is an efficient way of responding to emergencies may be part of the reason that the number of Class 1 departments has tripled to about a dozen over the past decade. Other towns with the top rating include Skokie, Arlington Heights, Downers Grove, and Westmont.

ISO, which sells its rating information to insurance companies, declined comment about Northbrook’s new rating, and referred questions to Northbrook officials.

Northbrook officials have recommended that property owners ask insurers if they qualify for a discount after July 1, when the new rating takes effect, but ISO ratings are often not considered in Illinois premium rate-setting, especially in residential underwriting

Some insurance companies are on record as preferring to use their own history of fire service to customers, as opposed to ISO’s. Allstate uses ISO, but other factors, too.

The top ISO rating is important to fire service professionals as a gauge of how well a department is doing the business of putting out fires.

Northbrook has kept up with training, equipment, and firefighting techniques as a matter of course, and reaching Class 1 status didn’t cost taxpayers anything extra.
