Firehouse Subs Public Safety Foundation awards local grants (more)

The Firehouse Subs Public Safety Foundation donated equipment to two suburban fire departments Wednesday during a ceremony at the Firehouse Subs restaurant in Vernon Hills.

More than $25,000 worth of equipment was awarded to the Palatine Fire Department and the Countryside Fire Protection District.

“Countryside Fire Protection District was fortunate enough to … receive a $7,750 thermal-imaging camera,” Countryside Chief Jeff Steingart said.

The Palatine Fire Department received a utility terrain vehicle with emergency medical response equipment worth $18,077.

Also Wednesday, wounded Marine Cpl. Noah Currier of Marengo received an all-terrain wheelchair worth $14,000 through the apparel company Oscar Mike. The chair will allow Currier to participate in outdoor recreation.

As seen around … Lyons

The Lyons Fire Department was out in force on Fathers Day (6/19/16), as they were on standby at a local auto show. They brought out Engine Co. 1312, Medic 1314, and Division 10’s Mobile Ventilation Unit which was being used as a Cooling Station as the unit was set to DECON mode to help everyone cool off on this 95 degree day. Chief Nord’s vehicle, Car 1301, was also on hand with its hood open so that the public can see what the inside of a fire chief’s vehicle looks like. Thanks!

Park Ridge Fire Department news

What started as a discussion about upcoming eligibility tests for the Park Ridge Fire Department, evolved into a discussion on how salary compression at the highest levels in several departments could jeopardize retaining senior staff.

Fire Chief Jeff Sorensen said tests must be administered in July for firefighter, lieutenant, and battalion chief, because the old lists expire after two years. Should a vacancy occur, he would have to wait until there is a new list to fill the position. With three battalion chief positions, he needs at least three qualified candidates if promotions become necessary before 2018.

The union contract for personnel below that level was settled in the last year, allowing some increases in pay. Union members, up through lieutenant, qualify for overtime pay if they have to work longer hours. Battalion chiefs get no overtime.

The differential between lieutenants and battalion chiefs has been shrinking, a situation which Mike Suppan from Human Resources calls salary compression. He said that the situation of wage compression for non-union staff, and the resulting concerns on employee retention, has been a problem for seven or eight years.

Sorensen said more than half his lieutenants already have enough seniority to make close to battalion chief pay.

Retention, especially of employees with seniority and leadership experience in the department, needs to come with incentive for promotion. Two years ago there were only two who tested for battalion chief.

Sorenson appointed an executive officer (a civilian post) and promoted one lieutenant to training captain, while eliminating positions for deputy chief, senior administrative assistant, and a part-time emergency preparedness coordinator. Salaries for chief and the executive officer have dropped since the fiscal 2014 budget by $95,177.

Efforts to economize, to streamline operations, and to get grant money to cover expenses have helped the city’s bottom line, but have not been returned to the fire department budget.

Suppan said he had talked to both Sorensen and Police Chief Frank Kaminski about the situation. Kaminski estimates he has 11 or 12 non-union employees not covered by union contracts.

Aldermen asked whether they should try to address the fire situation immediately, or wait and address non-union salaries for all the departments at once. While they agreed this type of discussion should have happened in the 2014 or 2015 strategic planning sessions that never occurred, a consensus of the council concluded 4-3 in favor of not trying to solve the fire department situation that night.

Oak Lawn Fire Department news

As the Village of Oak Lawn and Oak Lawn firefighters continue to battle in court over issues such as minimum manning, negotiations have reportedly not moved either side from their position and Village Manager Larry Deetjen has reportedly told trustees that other villages facing minimum manning mandates in their contract have chosen to disband their fire departments and privatize the services.

Deetjen, who masterminded the outsourcing of Oak Lawn’s union 911 dispatchers to Noncom, a private company in 2013 has threatened similar action in the past with regard to firefighting services or paramedic services. Since that time, Deetjen has made references to transitioning other municipal services to private or regional organizations.  Norcomm recently donated $1,000 to Mayor Sandra Bury.

According to one source close to the village’s negotiations, he told trustees that a community in California that had reached an impasse over the minimum manning issue, “voted to disband its department in its entirety and contract the service.” There was no indication given which community was referenced, but last year the City of San Bernardino’s city council voted 4-3 to outsource its fire services as part of a bankruptcy plan. Fire services were outsourced to San Bernardino County.

There would be no comparable service available from Cook County, for Oak Lawn to outsource to. The closest regional fire service would be the North Palos Fire Protection District, which serves Palos Hills, Worth, Hickory Hills, and parts of the nearby Cook County Forest Preserve. Joining a fire protection district would add another taxing body to Oak Lawn’s property tax bills.

Another potential option would be a private company contracted to provide fire services. Communities have shied away from this option due to legal issues surrounding mutual aid agreements between municipalities. Private service providers may not be subject to these agreements.

No public discussion has been had about this issue and no resolution of the minimum manning negotiations is expected until 2017.
