Working fire in Buffalo Grove, 9-6-14

This from Larry Shapiro:

Buffalo Grove firefighters were called to 1062 Harvard Lane in the early morning hours of September 6th for smoke in the house. The area had been hit hard earlier in the day by a fast moving storm that knocked out power to many homes including this one. Thick black smoke met the first arriving companies who quickly found a small fire in the basement, but not before the entire house was charged with smoke. Here are a few images and a short video from the scene.

Petition circulated to change fire districts

The Kane County Chronicle has an article about

The Fox River and Countryside Fire/Rescue District might gain more territory at the expense of another fire district. Voters this summer petitioned to disconnect land from the Elburn and Countryside Fire Protection District and to add such territory to the Fox River district, according to court documents dated July 17.

Attorney Pat Griffin, who represents the Fox River district, said the territory is bound by LaFox Road to the east, Anderson Road to the west, Campton Hills Road to the south and Empire Road to the north, although some agricultural land is included just north of Silver Glen Road.

About 128 people signed the petition to disconnect, he said, but the number of residents in that area is around 3,000. The petition is a mechanism for voters to put a question about the disconnection on the Nov. 4 ballot, Griffin said.

He said a judge had to hear the petition and determine several factors, such as whether the territory would receive comparable service from the Fox River district and whether the disconnection would cause serious injury to the Elburn district. Kane County Circuit Judge David Akemann last week found that the conditions for transfer and disconnection were met, according to a court document dated Aug. 28.

“The Elburn FPD argues that the evidence showed that there would not be a proportionate adjustment to expenditures to match the loss of revenue,” according to the document. “In fact, very little evidence was received by any party as to what the effect of the disconnection would be on Elburn FPD expenditures.”

Only those living in the territory in question will be able to vote on whether to disconnect from the Elburn district, Griffin said. A simple majority is needed for the disconnection process to proceed, Griffin said.

The referendum is on the agenda for the Fox River district’s special board meeting at 7 p.m. [9/3/14].

The questions are as follows:

For making the transfer from the Elburn and Countryside Fire Protection District to the Fox River and Countryside Fire/Rescue District, remaining liable for a proportionate share of the bonded indebtedness outstanding as of the date of disconnection, if any, of the district from which disconnection is proposed and also assuming a proportionate share of the bonded indebtedness, if any, of the district to which transfer is proposed.

Against making the transfer from the Elburn and Countryside Fire Protection District to the Fox River and Countryside Fire/Rescue District, remaining liable for a proportionate share of the bonded indebtedness outstanding as of the date of disconnection, if any, of the district from which disconnection is proposed and also assuming a proportionate share of the bonded indebtedness, if any, of the district to which transfer is proposed.

Two fire districts discuss land swap

The Journal-Topics.com has an article about two districts discussing a land swap:

A plan to disconnect 25 homes from the Prospect Heights Fire Protection District territory is part of a larger land swap deal in the works, the Journal & Topics has learned.

Two public hearings are planned for October regarding a proposal to turn the homes over to Northbrook Rural Fire District control. In return, the Prospect Heights Fire Protection District would add to its tax rolls property along Sanders Road south of Willow now in Northbrook Rural’s coverage area, according to Prospect Hts. Fire Chief Donald Gould.

City officials, however, still have their eye on one day redeveloping close to 30 acres of land south of Willow owned by Allstate Insurance. Allstate’s headquarters are across Sanders Road in unincorporated Northbrook. As part of the land swap, Northbrook Rural would take control of nearly 25 properties in the Forest View Estates subdivision east of Portwine Road north of Dundee.

An apartment development was proposed on eight acres along Sanders late last year, but was rejected by the city after much debate. Gould said the two districts have been in talks about the land swap for almost 10 years — talks that finally came to a head when the apartment plan surfaced. He said most calls to Forest View are ambulance requests already handled by Northbrook due to mutual-aid agreements in place. Prospect Heights would still respond to fires in the nearby Cook County Forest Preserve. Gould said Prospect Heights has maintained control of the area north of Dundee along Portwine since the early 1990s after the consolidation of the former Palwaukee Area and Wheeling Rural fire districts.

The public hearings will be held at 5 p.m. Thursday, Oct. 9 and 8 a.m. Tuesday, Oct. 21 at fire stations in Northbrook and Prospect Heights respectively.

thanks Dan

2-Alarm structure fire in Libertyville, 9-4-14

This from Niko Stefani:

On 9/4/14 the Libertyville Fire Department was doing training with neighboring departments at 2000 N. Milwaukee Ave. In Libertyville IL. When the training session was over, the departments left to go on with the day. Later in the day there was a reported fire in the same place where the training was done. The fire had reignited and caused the first floor of the building to collapse. Libertyville pulled M.A.B.A.S Box 46-49 to the box alarm level for a structure fire. The alarm was then upgraded to the 2nd alarm for tenders only. Tender operations were utilized.  Crews remained working and they Struck out the box. Here are some Photos I took when I arrived at the scene.

Chicago 3-11 Alarm fire, August 27, 2014 (part 8)

This from Steve Redick:

It took me 3 days to process all the images but it was well worth the effort. The first image is a nice aerial view of the fire building. Initial reports were of volume of fire in the basement. I believe an interior attack was attempted but conditions were such it was abandoned in short order. The fire had quickly spread throughout the entire building. Some significant exposure problems as well. They called for the hi ex foam rig but the fire was way to advanced by the time it arrived. Basically an outside attack with 2 TL, 2 Snorkels, deluge rig, hand lines, and the north side hose wagon 612 was utilized as well. Also got a shot of the new battery rig 6-3-9. Did some experimenting with some black and white images and was very pleased with the results. The photos are in chronological order and coupled with my video give a good idea of the progression of the fire.
