Elgin Fire Department news

At an Elgin City Council budget review session Wednesday, Fire Chief Robb Cagann said that the Elgin Fire Department needs a sixth ambulance and nine new firefighter/paramedics to handle the 40% increase in emergency calls they’ve seen in the last 12 years.

The staffing request is not just because of the big jump in calls but because the department is requesting mutual aid from other towns far too frequently when they get multiple simultaneous emergency calls. They had to request assistance from neighboring communities 628 times in 2023 but were only asked to provide aid 48 times in that same time period. There have been times when Elgin has anywhere from seven to nine simultaneous calls and had no choice but to seek help from other departments.

If approved, the fire department’s 2025 budget would increase to $38,188,670 million — $2.2 million or 6.1% more than this year.

Elgin added a sixth ambulance in 2005 but it was put out of service in 2012 because it wasn’t truly necessary at that moment. The number of emergency calls in 2012 was 10,700, or about 29 per day. Eleven years later, the department’s call volume was 15,000 — an average of 41 per day, 77% of which are for emergency medical services.

If the new hires are approved, the sixth ambulance would be placed at Fire Station 3, 2455 Royal Blvd.

Six firefighters/paramedics are needed to cover three daily ambulance shifts, but he is requesting nine to ensure the department has enough relief staff to reduce what they pay in overtime.

Overtime costs have been the topic of conversation for 20 years. Initially, the thinking was it would be less expensive to pay overtime than to pay salaries with benefits, but the only way to rein in overtime is to have enough employees to cover for days off, sick time or periods when someone needs extended time off.

A councilman asked whether the city could create partnerships and contract with private ambulance companies, but the chief said there are potential issues with that idea, mainly that city paramedics provide a higher level of care and that private ambulances may not be available during an emergency.

No decision was made on the request. The council is scheduled to vote on the budget in mid-December.

Fire Service News – Mobile Integrated Healthcare program

Multiple fire departments in Lake County have launched a program aimed at reducing 911 calls from people who routinely call for an ambulance in non-emergency situations.

The Wauconda Fire District created a Mobile Integrated Healthcare (MIH) program in August in conjunction with the Round Lake, Antioch, Countryside, and Libertyville fire departments who cover 175 square miles in Lake County with a population of 175,000.

An MIH program identifies patients who are chronically ill and use 911 services and the hospital emergency department as their primary level of care. Once identified, the fire department will provide treatment and intervention to the patients in an attempt to decrease 911 calls and hospital emergency department use.

The goal of the program is to provide care with the intent of improving the patient’s specific health needs and overall quality of life.

The Wauconda Fire District began researching high-use patients in 2018 and found the ones who routinely call 911 typically suffer from diabetes, heart failure, COPD, or frequent falls. Paramedics would arrive at the patient’s homes and realize what was causing the avoidable falls.

MIH started in the United States in the rural setting after the Affordable Care Act and has since been expanding into suburban and urban areas. The MIH program in Lake County will allow the fire departments to transition from being reactive to proactive.

Some high-use 911 users lack food in their fridges or transportation to their doctors’ appointments, while others have blood sugar issues. 

The program is currently funded by grants from the Healthcare Foundation of Northern Lake County, Lake County Community Foundation, Granger Foundation, Advocate Community Health, and ARPA funding distributed by the Lake County Board.

A new Illinois law going into effect in January 2026 will allow fire departments to be reimbursed by insurance companies for providing MIH services.

House fire in the Darien-Woodridge FPD, 11-11-24

The Darien-Woodridge FPD responded to a house fire in the 7900 Blk of Fairmount Ave in unincorporated Downers Grove last night. Crews arrived on scene with heavy fire through the roof of a 1-story, single family ranch reported to be under construction. Companies were defensive for most of the operation and fire was under control around 30 minutes after arrival.

Car crash at the Harlem Irving Plaza in Norridge, 11-11-24

The Norwood Park Fire Department and the Norridge Police Department responded to the Harlem Irving Plaza in the 4000 block of Octavia around 12:28 p.m Monday afternoon when a person drove off the parking garage roof after the driver crashed through the garage’s guardrail.

The car landed upside down. It took firefighters roughly 30 minutes to free the driver who was then taken to a hospital with non-life-threatening injuries.
