Still & Box Alarm fire in Chicago, 12-15-19

Chicago had a still & box alarm fire in the 18th Battalion Sunday morning (12/15). The fire was at 4441 W Monroe and was in a vacant 2-story ordinary. The fire made it into the cockloft and a line was eventually stretched to the roof in order to finish the job.

New fire station for Chicago (more)

The new Engine Company 115 fire station will be the second-largest fire station in the city, with space for a Chicago Fire Department District Office, an Office of Emergency Management and Communications radio communication tower and three ambulances. The 27,000-square-foot, single-story fire station will be a home-away-from-home for approximately 20 firefighters/EMTs and eight officers: housing sleeping quarters, locker rooms, a workout facility, full-service kitchen with pantry and dining area, day room, laundry, and wellness room. A training space, conference room, and open office space will be shared by the EC 115 team and the CFD District Office. The facility will also feature a state-of-the-art emergency communications hub, watchtower, open office spaces, and a 4-bay apparatus room with a hose drying tower.

The new facility will replace the existing Engine Company 115 firehouse located at 11940 South Peoria Street.

The CChicago Firefighters Union Local 2 filed a motion for an injunction in Cook County Circuit Court on Tuesday that seeks to stop the promotions of more than a dozen department members to battalion chief — set to take effect Dec. 16 — because 17 department members slated for advancement scored below 70% on the promotional exam.

“In order to be promoted to the rank of battalion chief, an applicant is required to achieve a passing grade of seventy (70) or better. This requirement is based on the parties’ mutually understood past practice” that has been “articulated” in prior arbitration awards, the union argues.

However, 17 test-takers who scored below 70% on the exam, given in 2016, are set to be promoted next week, according to the union. There are 112 battalion chiefs in the fire department.

In the past, the battalion chief test score was based on three sections; written and oral parts each accounted for 35% of the score, with the final 30% based on seniority. The promotional exam administrator’s scoring method was changed for the 2016 exam, allowing those who scored below 70% to still get promoted — a change that the union says is a violation of the department’s collective bargaining agreement.

“The City is willfully violating the Agreement by promoting applicants to Battalion Chief from a promotional list which ranks applicants improperly,” the union argued. An attorney for the union could not be reached for comment.

Though the union says the promotions are set to take effect Dec. 16, the first hearing on the motion is scheduled for Dec. 17. It’s unclear if the court date would render the motion moot.

Bill McCaffrey, spokesman for the law department, said the city plans to vigorously contest the union’s claims. “The city believes that the suit is without merit, as is the request for emergency relief,” he said in an email.

Mayor Jose Sanchez Gonzalez of Manati, Puerto Rico gave thanks for the former CFD Ambulance & Engine that will now serve the people of Manati and the surrounding region.

The donated ambulance and engine will complement and enhance the equipment in Manati, Puerto Rico. Following aftermath of Hurricane Maria, donations such as this are a step in the right direction to making the Island whole again.

Working fire in Chicago, 12-1-19

Chicago had a working fire on the northwest side Sunday morning @ 2230 N Narragansett 12-1-19. Engine Co. 125 had a fire in the walls and attic in a 1.5 sty frame house. Two lines were lead out during the fire. Truck 53 and Squad 2 cut numerous holes in the roof. Looked to be a real labor intensive fire.  Engine 125 is still in a spare engine after their crash many months ago. I hear that they are going to get their regular assigned E-One back in the coming week or so.

Working fire in Chicago, 11-23-19

Companies from Chicago’s 6th Battalion responded to the report of a house fire just before dawn on Saturday, November 23rd at 6545 S Oakley.  Per PD at the scene, the fire was already well advanced in the rear of the structure. Police officers were met with the report of someone trapped inside but could not make entry due to heavy smoke conditions.  A victim was eventually located and transported, succumbing to his injuries later that day.

Chicago’s Office of Emergency Management and Communications (OEMC) is investigating an incident involving a stroke victim’s call to 911.

If you need an address you can more than likely find it on your smartphone in the time it takes for you to read this paragraph. But NBC 5 has learned that emergency dispatchers in Chicago do not have ready access to smart phones or other basic map resources if someone calling from a cell phone is unable to provide a numerical address.

The OEMC is currently investigating an October 2nd incident involving a stroke victim’s calls to 911 in which two dispatchers told him they could not send an ambulance without an address, even though the man repeatedly provided the name of his hotel.

Duane Raible of Pennsylvania called 911 from his cell phone and told the dispatchers that his face was numb, he was dizzy and that he was at the Thompson Chicago Hotel. But the dispatchers insisted that he provide an address He could not reach the hotel room phone, but eventually used Siri on his smart phone to locate the address and relay it to a 911 dispatcher. It took nearly ten minutes from the time he first called 911 to the time an ambulance was sent.

Paramedics eventually arrived and took him to Northwestern Memorial Hospital, where he was diagnosed with a major stroke in his brain stem.

NBC 5 asked OEMC if dispatchers can use a cellphone to look up an address. OEMC’s answer: “No.”

NBC 5 also asked OEMC if it has access to internet-based map systems, a city directory, a hotel directory, or the Yellow pages. “We are looking at additional ways to provide additional sources in which to obtain locations from callers,” the agency said.

OEMC said it does have internet-accessible computers in their offices – just not on dispatchers’ desks.

A spokesperson said OEMC is committed to providing the best possible service to 911 callers and is working on ways in which to do so, including updating procedures, protocols and technology.
