New truck for the Niles Fire Department

At their Tuesday, Oct. 24 village board meeting, Niles trustees approved the replacement of a 1998 aerial fire truck. Because of supply chain issues, the new truck is not expected to be delivered until calendar year 2028, which is why it is being ordered now.

The purchase price for the Pierce Enforcer tractor-drawn aerial is $2,061,745.

“The standard build time for a fire aerial apparatus has been increased to 50 months, placing the village in a financially unfavorable situation,” a village memo said. Approving the purchase would lock in the price against possible future increases and would save the village nearly $249,000 by prepaying for the vehicle.

The village has funds to pay for the purchase of the new truck, but that cost is now in the fiscal year 2024 budget. Since the old truck was purchased, a decision was made to have apparatus respond as ALS (advanced life support) units. The 1998 truck has all the equipment, except for stretchers, that an ALS ambulance carries, though equipment is packed into the crew compartment which is not ideal. 

Last year, the village purchased an ALS ambulance from Foster Coach Sales at a cost not to exceed $455,000. The ambulance will replace Station 3’s 2015 frontline ambulance, which as of last year, had logged more than 100,000 miles and was dispatched to about 24,000 calls. The ambulance is expected in the first quarter of 2024. 

The village also ordered a Pierce Enforcer pumper last year for Station 2, at a cost of about $900,000, with delivery expected in September or October 2024, and will replace a 1992 reserve engine that was not designed to current ALS standards.

Authorization for the Purchase of a Replacement Engine/Pumper

SYNOPSIS

A Resolution has been prepared to authorize the execution of an agreement with MacQueen Emergency for the purchase of a 2026 Pierce Impel Pumper Apparatus (Pierce Engine/Pumper) in the amount of $1,009,548.00 plus a $100,000.00 contingency for a total not to exceed amount of $1,109,548.00, and to authorize the disposal of the Village’s current 2008 Pierce Engine/Pumper.

STRATEGIC PLAN ALIGNMENT

The goals for 2023-2025 include Steward of Financial, Environmental and Neighborhood Sustainability. FISCAL IMPACT

The final purchase price for the Pierce Engine/Pumper is $1,109,548.00, which includes a $100,000.00 contingency. The amount of this purchase will be included in the proposed FY26 budget, when it is anticipated the Village will take possession of and pay for the Pierce Engine/Pumper. The funding plan for the Equipment Replacement Fund anticipates this purchase in FY26.

RECOMMENDATION

Approval on the October 3, 2023 Consent Agenda.

BACKGROUND

The Village purchased its current Pierce Engine/Pumper in 2008. The pumper is an essential apparatus and serves multiple functions including but not limited to EMS responses, carry tools for fire suppression activities, pumping water from a stored tank or from a fire hydrant through the use of fire hose and/or relaying water to other fire apparatus. The pumper will be located at Station 105 at 6701 Main Street to optimize its response time. Once this engine is delivered the Village will dispose of the 2008 Pierce Engine/Pumper.

  • Deputy Chief Peksa stated the old tender has been sold to Malta Fire District.
  • A motion was made by Trustee Tholotowsky to approve the purchase of a new fire engine from Rosenbauer in the amount of $900,165.00, this includes a prepayment savings of $96,131.00, seconded by Trustee Bernacchi. Roll Call: Trustee Falese, yes. Trustee Negrete, yes. Trustee Bernacchi, yes. Trustee Tholotowsky, yes. Trustee Smollen, yes. Motion carried.
  • A motion was made by Trustee Bernacchi to approve the purchase of a vehicle maintenance truck from Runnion Equipment Company in the amount of $160,000.00, seconded by Trustee Tholotowsky. Roll Call: Trustee Falese, yes. Trustee Negrete, yes. Trustee Bernacchi, yes. Trustee Tholotowsky, yes. Trustee Smollen, yes. Motion carried.

From the June meeting:

  • Our manufacturer contacted Deputy Chief Truffa to inform him that we will not be able to get a new ambulance this year. He suggested that we might have a better chance if we switched from a Dodge to a Ford chassis.
