Authorization for the Purchase of a Replacement Engine/Pumper

SYNOPSIS
A Resolution has been prepared to authorize the execution of an agreement with MacQueen Emergency for the purchase of a 2026 Pierce Impel Pumper Apparatus (Pierce Engine/Pumper) in the amount of $1,009,548.00 plus a $100,000.00 contingency for a total not to exceed amount of $1,109,548.00, and to authorize the disposal of the Village’s current 2008 Pierce Engine/Pumper.
STRATEGIC PLAN ALIGNMENT
The goals for 2023-2025 include Steward of Financial, Environmental and Neighborhood Sustainability. FISCAL IMPACT
The final purchase price for the Pierce Engine/Pumper is $1,109,548.00, which includes a $100,000.00 contingency. The amount of this purchase will be included in the proposed FY26 budget, when it is anticipated the Village will take possession of and pay for the Pierce Engine/Pumper. The funding plan for the Equipment Replacement Fund anticipates this purchase in FY26.
RECOMMENDATION
Approval on the October 3, 2023 Consent Agenda.
BACKGROUND
The Village purchased its current Pierce Engine/Pumper in 2008. The pumper is an essential apparatus and serves multiple functions including but not limited to EMS responses, carry tools for fire suppression activities, pumping water from a stored tank or from a fire hydrant through the use of fire hose and/or relaying water to other fire apparatus. The pumper will be located at Station 105 at 6701 Main Street to optimize its response time. Once this engine is delivered the Village will dispose of the 2008 Pierce Engine/Pumper.

A dangerous chemical spill in the western suburbs prompted a HAZMAT response Thursday evening, when a toxic and deadly gas was accidentally concocted during routine pool maintenance.
Just before 5:30 p.m., the Warrenville Fire Department responded to The Westlyn apartment complex in the 28000 block of Diehl Road and the call was soon upgraded to a box alarm, prompting a response from HAZMAT technicians in surrounding communities.
Fire officials confirmed that chlorine and muriatic acid were spilled by accident. The dangerous combination creates chlorine gas.
Hazmat technicians made entry into the building to contain, neutralize, and remove the product from the building where they discovered a hazardous vapor cloud.
A spokesperson with the complex said that a maintenance team was restocking pool supplies when there was a mixture of chemicals that caused a reaction in a mechanical room.
It led to a massive emergency response and an hours-long evacuation.
Firefighters used a large portion of the parking lot during their response, as their setup outside was just as important as it was to get inside to contain the spill.
On their way out, the HAZMAT team followed a rigorous decontamination process.
Firefighters ventilated the building, and just after 7 p.m. residents were able to return to their apartments.
Four people were treated and released by paramedics for non-life threatening injuries.
Several surrounding fire departments responded to assist Warrenville firefighters, including Wheaton, Lisle-Woodridge, Downers Grove, Boilingbrook and Naperville.

Warrenville FPD responded to an apartment building on Diehl Rd on the evening of 8-17-23 for a chemical spill inside the pool area. Hazmat teams from Naperville, Lisle-Woodridge, Downers Grove, Bolingbrook, and Argonne National Lab were able to mitigate the spill within 2 hours.

Around 9:24 p.m. Friday night, the Downers Grove Fire Department responded to a reported house fire at 6610 Dunham Road. Upon arrival, heavy smoked and fire were seen coming from the home.
A 45-year-old victim was located inside near the front door and was transported to Good Samaritan Hospital where he later died. No other people were inside during the fire.
The house was determined uninhabitable due to the extent of the fire.
The Downers Grove Fire Department was assisted by Westmont, Darien-Woodridge, and the Lisle-Woodridge fire departments. The cause of the fire is under investigation with assistance from the DuPage County Fire Investigation Task Force and The Illinois State Fire Marshal’s Office.
