Springfield Fire Department news

The Springfield Fire Department has joined the top half percent of all fire departments in the nation by receiving a Class 1 rating from the Insurance Service Offices, Fire Chief Barry Helmerichs announced to the Springfield City Council Tuesday.

Only 241 out of 46,000 fire departments nationwide in 2017 had a Class 1 rating. ISO scores fire departments from 1 to 10, with a majority of fire departments being graded at Class 5.

The department first achieved a Class 1 rating in 1988 but was downgraded to Class 2 in 2003, when the department decided that it couldn’t afford the upgrades ISO required. The department’s rating dropped again in 2013 to Class 3.

The Springfield Fire Department hasn’t hired more firefighters or opened any more fire stations since being downgraded, but ISO has moved from evaluating equipment to a more performance-based assessment. It looks at a city’s fire suppression capabilities by grading the fire department, the emergency communications system, the city’s water supply, and efforts toward community risk reduction. Data collected from the previous year informs the current rating.

Last year Springfield’s ISO rating increased to Class 2. The fire department worked on its response times and training, while City Water, Light and Power worked on water distribution, and the 911 call center improved its handling of calls.

“(Response times and water distribution)’s always been a challenge for us because of the area we cover,” Helmerichs said. “We cover twice (the area) as Peoria, four times as Bloomington and Champaign.”

Outreach to the community through its Adopt-A-School program and public education messages helped bump up its rating.

The ISO rating becomes effective in April. With the new rating, some insurance companies offer a better rate on fire insurance policies for residences and businesses.

North Chicago Fire Department news

The North Chicago Fire Department was faced with a bizarre situation this week, as they were forced to navigate a horse extrication.

The department was called out to the parking lot of the Full Moon Restaurant on Wednesday morning after receiving a report that a horse was hanging half in and half out of a trailer window.

“As our crews arrived, they assessed and plotted out an amazing strategy to hoist the mare to safety, which included the decision that the safest way to remove the horse was to fashion a girth harness…and place it around the body of the horse,” Fire Chief Dell Urban said:

A pick-up truck was used to support the horse’s front half during the extrication, and the mare survived with only minor cuts, according to the fire department.

Elgin Fire Department news (more)

Elgin Fire Department shift staffing cuts took effect Thursday following a court ruling against the Elgin Association of Firefighters Local 439, which claimed the changes would put first-responders firefighters at risk of injury.

Judge David Akemann issued an order ruling in the city’s favor late Wednesday afternoon. The ruling denies the 130-member fire union’s motion for a preliminary injunction regarding the shift staffing changes, which were the result of cuts to the city’s 2018 budget. Akemann also canceled a court hearing on the matter scheduled for Thursday afternoon.

In the complaint, the union argued, “If the city reduces shift staffing, the union predicts that the number of injuries will increase significantly,” and Akemann wrote that the union had not shown irreparable injury that would necessitate the intervention of this Court.

The lawsuit followed the Elgin City Council’s Dec. 20 approval of a $259 million budget. The budget includes $700,000 in cuts to fire department overtime by reducing two positions per shift. 

The union filed its case Dec. 22 and staffing levels remained as they were until Thursday. Elgin uses a staffing model that relies on overtime to fill fire department shifts to limit costs such as insurance and pension benefits.

Galli said that firefighters will be learning how to adapt to the changes as they go along.

Working fire in Des Plaines, 1-11-18

Des Plaines firefighters were called for a kitchen fire at 2148 Chestnut Street at 3:30AM 1/11/18. This occurred as many units were still working at the Maine Scrap Metals fire that started several hours earlier. Callback Des Plaines firefighters staffing reserve units and change-of-quarters companies responded to this alarm. The first arriving units reported fire blowing out of the front windows of this end unit. One occupant signed a release and was not transported. Companies at this fire were Des Plaines Engine 64 (using Engine 62), Des Plaines Ambulance 64, Des Plaines Battalion 62, Rosemont Engine 156, North Maine Engine 1, Niles Ambulance 2, and Glenview Ambulance. Schiller Park Truck 5 and Battalion 5 responded from the other fire scene.

Roberts Park Fire Protection District news (more)

Roberts Park FPD Lieutenant Clint Sanders returned home after being critically hurt on the job after Christmas.

He just got out of the Loyola Medical Center burn unit. Investigators are trying to figure out how a small house fire in Justice quickly escalated and overtook him. He suffered burns to his hands and face, plus smoke inhalation.

There’s still a long recovery ahead and Clint’s wife has quit her job as a nurse to take care of him. His firefighter family has stepped up to help pay the bills. A GoFundMe page they started has raised more than $50k. The Roberts Park Fire Protection District is also taking donations at its station for the family.
