Fred M, I really don’t know what the federal stipulations are. I just know that the airport fire rescue funding is from the federal government. The city document which stipulates the tentative plans to expand ARFF Station 1 and to relocate ARFF Station 2 lists the funding source as being federal.
Although the current city procurement plans list the projects to go out for bidding during the 3rd quarter of 2016, they can be deferred and postponed which is often the case. An example was the city’s plans over a year ago to send out a bid proposal for a single combined contract for engines, ladders, and tower ladders which apparently was not sent out. The tower ladders that were just delivered were an emergency purchase. The three E-ONE engines that are being built for the city are actually part of an contract that Chicago had for O’Hare which was for up to five engines. Since the CFD didn’t need five for the airport they decided to have the specs modified on the last three engines so that they could be used in the city.
I assume that the engines being built by E-ONE are being paid for by the city since they are not going to the airport. I really don’t have anymore specific details.
There are probably some technical stipulations involved that I am not privy to. I do know that the reason for fire apparatus at most US airports being yellow or lime green is because of a requirement for apparatus that is federally funded.

Bill – when you say the sources are federal, are you referring to fed grants? If so, do you know the stipulations or if there are any on going requirements associated with the grants?

The AMC building is the equivalent of fleet management but for o’hare and possibly midway airport. All of the airport spares are kept and maintained there instead of the shops as they are paid for with FAA money. I have made a brief book on it but am not sure all of the info is right.

It seems that every time you look O’Hare is getting some new rig or something is being built or ordered. As the funding source is from the Federal Aviation Administration, it is more reliable than Chicago’s so you can practically always rely on the airports consistently getting new rigs.
However the city has definite plans within the next year or two to expand ARFF Station 1. They estimate the cost as being between $5,000,001 and $10,000,000. They tentatively plan on advertising for bids during the 3rd quarter of 2016. The city also has plans to relocated ARFF Station 2 due to new runway construction. The estimated cost is between $10,000,001 and $20,000,000. The funding source for those projects are the FAA.
