Investigators haven’t been able to determine what caused an explosion at AB Specialty Silicones in Waukegan that killed four workers in May.

Waukegan Fire Marshal Steve Lanzi is confident investigators located the point of origin for the explosion and are ruling out intentional causes. He says the investigation was hampered because the workers who might have known what happened were killed in the blast that destroyed the factory.

He said that federal agencies and insurance company investigators are continuing separate reviews.

The body of one of two people still missing after Friday’s explosion at the AB Specialty Silicones factory in Waukegan was recovered Sunday afternoon. Crews found the missing man at approximately 2:30 p.m. in the rubble. The blast killed two others shortly after 9:30 p.m. Friday. 

On Sunday, machines moved heavy objects such as air conditioners and large pieces of the building’s roof, while others on the ground used shovels as they searched for the bodies of the missing people.

Another victim, Allen Stevens, 29, of Salem, Wis., died at Loyola University Medical Center in Maywood. Stevens was initially taken to Vista Medical Center East and transferred to Loyola where he was pronounced dead at 11:50 a.m. Saturday.

Fatal explosion and fire in Waukegan, 5-3-19

Four employees of a Waukegan chemical plant were hospitalized and another three were reported missing following an explosion late Friday that was heard and felt across Lake County around 9:45 p.m. 

Waukegan Fire Marshal Steve Lenzi reported that first arriving crews were quickly overwhelmed by flames at the AB Specialty Silicones plant at 3790 Sunset Ave., which is on the city’s far northwest side near its border with Gurnee.

Fire personnel from Waukegan plus departments in Lake and Cook counties including hazardous materials crews and structural collapse technicians were involved with both fighting the fire and searching for the missing employees.

The City of Waukegan and the Waukegan International Association of Firefighters Local 473 are in the midst of negotiating a replacement to a three-year contract that expired in April 2018. Part of the negotiations are over whether two of the five stations should always have five people assigned instead of at least three. The department’s Belvidere Road headquarters is manned by nine, while the other two outlying stations each have five.

The union’s advocacy for higher staffing levels is backed by an analysis of three years’ worth of data commissioned by the union, which found the lower staffing levels led to higher response times and higher demands on firefighters.

The implication that the city’s current staffing approach could lead to people dying or being injured led the mayor to ask the city’s lead negotiator to speak during Tuesday’s City Council meeting. The move comes about two weeks after two aldermen said they want to see the city increase how many firefighters are assigned to fire stations in their wards.

Currently the two stations being discussed — Station 2, off McGaw Road near O’Plaine Road and Station 5, off North Green Bay Road near West York House Road — house an ambulance and engine but sometimes only three crew members, enough to operate either unit, but not both.

That means when a call comes in for that station’s area, the crew will take the equipment applicable to the call and go, but if a second call comes in, instead of that same station responding, another station, either in Waukegan or another nearby town, will take the call.

Fire Chief George Bridges added the department shares the conviction that these follow-up incidents should be planned for and that sufficient redundancies should exist to make sure emergency services can be delivered in a timely manner. The fire department has also been supplementing the three employees at those stations with another two through overtime when possible and as long as the department can afford it, Bridges said.

To staff those stations at those levels consistently, the city would need to have 29 firefighters working each shift, up from 25. That could cost as much as $1.8 million for 12 new employees over three shifts. The real cost doesn’t have to be anywhere near the $1.8 million figure, according to the union, who has quoted a figure closer to $300,000.

The city currently budgets for 84 firefighters, and if all those positions were filled, that would work out to 28 firefighters per shift. That is one person shy of the 29 threshold. An increase in the overtime budget would cover the times when firefighters are off because they’re sick, on vacation or receiving training.

Waukegan first responders firefighters were frustrated again by bad weather as they attempted to locate a 16-year-old boy who jumped into the frigid waters of Lake Michigan last Friday afternoon to save a friend who accidentally fell in. There were three teenagers who were walking out onto the pier that has a channel light on the end. Rescuers searched for the second 16-year-old who had jumped in to help his friend, but they were unsuccessful. The third person, a male witness who called 911, said they were just walking out on the pier when one of them accidentally slipped into the water, and the missing youth jumped in to help him. The 911 caller said they were both struggling.

Police and fire department personnel performed beach searches Tuesday for the missing boy who is presumed drowned, and plan to continue doing that until ice accumulation leaves the beach area or it freezes solid enough for divers to cut a hole in the ice.

Since the incident at 4:30 p.m. off a pier on the north side of the Waukegan Harbor channel, the Waukegan Fire Department has only been able to get out once with side-scan sonar on an airboat, but within three hours Monday, the wind shifted and blew pack ice into the beach area.

On Tuesday, a red cone marked the spot where the 16-year-old who fell in first was pulled out of the water by Waukegan police officers. Another cone on the beach marked where a cadaver dog indicated a possible body.

Side-scan sonar was used that Friday night, but darkness and worsening weather hampered operations. On the following day, gale force winds ruled out using a boat because of the waves, and on Sunday, plunging temperatures froze the water in the harbor so a boat couldn’t be launched.

On Monday, the Illinois State Police conducted a flyover and searched the area, but did not find anything before they were grounded because of the weather. For a short time Monday, rescuers used an air boat from the Wauconda Fire Department to once again use side-scan sonar to search for the body, but within three hours, the change in wind direction pushed pack ice into the beach area, ending the search.

The teen who went missing in Lake Michigan near Waukegan last week is a Grayslake North High School student. District 127 Superintendent Mikkel Storaasli said teachers and students continue to hold out hope for the student, who has not yet been identified.

On Friday (1/25/19), firefighters from Des Plaines and Lansing assisted Waukegan with a Remotely Operated Underwater Vehicle (ROV).

A Waukegan family who lost their home in a fire last week received a special gift from firefighters. While family heirlooms are irreplaceable, Waukegan firefighters tried to lend the family some comfort by putting together care packages they tucked into backpacks. 

Sylvia Pilar Bout shared a video on Facebook Sunday of Waukegan FD Captain Matt Burleson and Firefighter/Paramedic Beth Moss surprising her 12-year-old niece Neveah Escobedo with a replica of a stuffed toy she lost in the fire on September 11. The video has been viewed 58,000 times on Facebook.

“If that doesn’t show you how amazing these people truly are than I dont know what will,” Bout wrote on Facebook. “Thank you Waukegan Fire Department for everything you have done for my family, we will never forget the compassion you have shown to us.”
