HUD to fund new fire station in Gary (more)

City leaders expect a modern new fire station to rise this coming year in the Glen Park neighborhood, despite doubts about the future of the fire department as a whole. Officials broke ground near 49th and Pennsylvania Street for construction of $2.8 million facility. About a dozen young firefighters were on hand for the ceremony.

It will replace Station 5, which has been closed since 2012. Its crew has been housed in a section of the Calumet Township Multipurpose Center, 1900 W. 41st Ave., a homeless center.

The fire department’s staff of 163 firefighters and 13 paramedics must cover the city’s 52 square miles and beyond. They have responded to more than 5,200 fire calls and more than 13,000 requests for emergency medical services service calls since Nov. 30.

The department’s website lists 14 fire stations, but a 2009 Gary financial assessment report stated too many stations were obsolete, in disrepair and in need of significant  renovation.

Gary FD  Captain John Leslie Jr., president of the firefighters union, recently complained publicly about firefighters being overworked at scenes due to lack of manpower that could get worse in the coming years as more veterans retire and the city struggles to retain new hires who leave for better pay in other communities.

The mayor is proposing budget cuts for most departments in 2019 — including public safety — as part of a long-term plan to put city government on more stable, financial footing.

The new station will be built on the site of the old Pittman Elementary School. It is being financed with a loan from the U.S. Department Housing and Urban Development.

Gary will use a $6 million U.S. Housing and Urban Development loan to build a new $3.25 million fire station at 51st Avenue and Delaware Street, the former site of Pittman Square Elementary. In addition, plans call for the renovation and reopening of Station 10 at 3310 Virginia St., and improvements at the Hudson-Campbell Fitness Center.

The Redevelopment Commission agreed Tuesday to assume the 20-year loan debt with backing from tax increment finance money.  Arlene Colvin, director of Community Development, said the city is still responsible for paying back the loan. Colvin said Station 10 at 3310 Virginia St. was closed by flooding. She said an architect is reviewing plans for its renovation.

The Glen Park area has been without a fire station since 2012 when the red brick Station 5 at 4101 Washington St. closed after asbestos was discovered inside.

The fire department initially leased a nearby Merrillville location on 57th Avenue and then moved to the Calumet Township trustee’s multi-purpose center at 1900 W. 41st Ave. where it’s still based. Firefighters have complained about problems hearing calls when the multi-purpose room is in use.

Last year, the school board approved a memorandum of understanding that conveyed property where Pittman Square Elementary once stood at 303 E. 51st Ave. to the city for $1.

A $6 million loan guarantee from the U.S. Department of Housing and Urban Development will finance some much-needed projects in Gary. The federal funds will pay for the rehabilitation of the Hudson Campbell Fitness Center downtown, renovation of the auditorium and athletic facilities at West Side High School, and the construction of a new fire station in the University Park area.

Gary’s Station 5 used to be based at 4101 Washington Ave. in the University Park neighborhood, but it has been a “homeless” firehouse since 2012, when a contractor found asbestos. The station has since bounced around to different locations in Merrillville and Calumet Township.
