At 6:20 a.m. on Wednesday (5/1/19), a passerby alerted the Lisle-Woodridge Fire District (LWFD) to a structure fire in the 5600 block of River Drive. Firefighters en route learned that three people might still have been inside. When they arrived at 6:24 a.m., they reported heavy fire in the single-family home.

A nearby off-duty LWFD firefighter heard the radio report and went to help. He entered the home and got all three people, who did not know the home was on fire, out of the house. They were all treated and released at the scene. Firefighters got the blaze under control in 20 minutes. 

No civilians or firefighters were injured, and the cause of the fire is still under investigation.

Edward Hospital has awarded its 2017 EMS (Emergency Medical Services) Run of the Year to the Lisle-Woodridge Fire District – Medic 52 and Ladder 53.

Fire district personnel were recognized for care they provided to a patient who was initially treated for an allergic reaction to medication, but who paramedics noticed was exhibiting symptoms of a heart attack. After being taken to Edward Hospital, it was discovered one of the patient’s coronary arteries was 100 percent blocked. Following treatment that included the placement of a stent to keep the artery open, the patient left the hospital a few days later.

Those honored at a breakfast and ceremony at Edward Hospital on Feb. 20. included Lt. Jim Kensel, Firefighter/Medics Aaron Conrad, Eric Fitzpatrick and Michael Rohlicek, and Emergency Medical Technician Dave Fazio.

The event capped off the year-long Run of the Quarter program in which area paramedics are honored for exceptional ambulance runs. In the Run of the Quarter program, the Edward EMS Team reviews ambulance runs by pre-hospital providers and selects one to be recognized every three months based on the following criteria:

–Excellent communication from the field that resulted in the timely delivery of pertinent clinical information to the Edward Emergency Department staff
–Clear and thorough documentation
–Superior clinical assessment skills that resulted in accurate recognition of a clinical situation
–Behavior exceeding the call of duty in the field
–Superior partnership and teamwork with Edward Hospital

A fire engulfed a Lisle home Saturday morning, sending two adults and four children ages three to 12 to the hospital.

Firefighters from the Lisle-Woodridge Fire District responded to 911 calls from passers-by and from an occupant of the two-story, single-family home in the 4700 block of Dumoulin Avenue, Fire Chief Keith Krestan said. The 911 calls came about 8:40 a.m. Firefighters arrived four minutes later to find a fully involved fire. Firefighters had the blaze under control within 30 to 40 minutes.

The occupants were taken to Advocate Good Samaritan Hospital in Downers Grove, where two are listed in serious condition and four were listed as guarded.

Norwood Park Fire Protection District news

Terrence Vavra, the new fire chief for the Norwood Park Fire Protection District, originally studied to be an architect.

Working with architects, though, he began to see how the legal side and structural aspects demands of the job might interfere with his vision of an architect’s life.

“About the same time,” he recalled, “my dad and I were standing on a porch, and we saw the engine go by and guys hanging off the back, back in the day when you could … and I said yow — I wonder where they’re going; that would be cool to do as a side gig.”

That side gig turned into a 40-year career, starting as a volunteer firefighter with the Lisle-Woodridge Fire District in 1976 becoming fire chief of Buffalo Grove and the emergency management coordinator, before retiring in 2015.

In February of this year, the Board of Trustees of the Norwood Park Fire Protection District named him the new fire chief for the district. The board approved a three-year contract at a special meeting on Feb. 9. The trustees cited Vavra’s extensive career and focus on training and leadership as strong factors in his final selection.

Vavra succeeds Chief Kevin Stenson, a 31-year-member of the department.

Vavra hold a master’s degree in management and organizational behavior from Benedictine University and a bachelor’s degree from Western University Illinois. He holds numerous certifications from the Office of the State Fire Marshal including chief fire officer, fire department safety officer, training program manager, as well as a National Fire Academy certification in command and control.

He is an active member in the International Association of Fire Chiefs, Illinois Fire Chiefs, Metropolitan Fire Chiefs and has served as a board member of the Lake County Fire Chiefs Association.

During the two years he was retired, his teaching took him from Canada to Saudi Arabia. Though the locales and local cultures were vastly different, one thing he found realized is that all firefighters are the same no matter where you go.  “They’ve got a certain personality to them which is really neat, and you can also get a cup of coffee at any firehouse in the world.”

That theory was confirmed In Saudi Arabia, when he came to meet the chief of the department where he was leading a class, “and right behind his desk was a coffee maker and he said ‘Do you want a cup of coffee?” and I thought it’s 100 degrees out, I don’t think so, but thanks for the offer.”

Norwood Park has 21 firefighters and contracts with Paramedic Services of Illinois. Two ambulances, an engine, a truck and shift commander work out of the station. The department works closest with the communities of Park Ridge, Schiller Park, and Elmwood Park.

All fire departments are facing tax caps, pension costs, and personnel costs. The problems are similar, and the question is how do we work to solve those problems.

Vavra is expected to stress training and higher education certification, beyond the certification process set out by the state Fire Marshal’s Office. At Benedictine, he worked with the school administration to set up a scholarship program, allowing firefighters to pursue higher education credits.

“When I started, everything was mechanical,” he said. “Now it’s all digital and electronic. We had fires that were wood and paper, what we classified as combustibles. Now if you look in this room you wouldn’t find any natural products.

“These are all polycarbons and plastics and things that have a huge fire potential, and the fire burns faster and higher now so we have to adapt to that.”

Sussex Fire Department news

The Sussex Fire Commission appointed David Johnsen to serve as the new Sussex fire chief on Tuesday, Jan. 24. Johnsen will join the Sussex Fire Department on Feb. 27; he is fulfilling his final work commitments with his current employer, the Lisle-Woodridge Fire District in Illinois.

Johnsen started his 30-year career in fire service with the New Berlin Volunteer Fire Department. He began working for the Lisle-Woodridge Fire District in August 1991. Johnsen progressed through the ranks from firefighter to lieutenant to captain, then battalion chief, which was his most recent position prior to being hired by Sussex.

He earned a master’s degree in business administration from Benedictine University in 2007, and obtained his bachelor of arts degree in management from there in 2004.

As established by the Sussex Village Board in August, Johnsen’s salary will be in the range of $80,000 to $95,000.

Johnsen will take over from Deputy Chief Tony Emanuele, who has been interim fire chief since former Fire Chief Colin ‘Corky’ Curtis retired in June.

LWFD Quietly Approves Major Reorganization Plan – Job Cuts Finally Hit the Fire Department. 

The Lisle-Woodridge Fire District Board of Trustees approved a major reorganization plan at their March 24, 2015 meeting that eliminates several jobs. The reorganization plan was recently posted on the LWFD website and comes about 9 months after Moody’s downgraded the district’s financial rating due to underfunding its annual pension payments.

The reorganization plan calls for the elimination of company officer positions in order to free up sufficient funds to make required pension fund payments. “In order to meet the fiscal demands… the rank of Captain shall be eliminated.”

There are currently five officers holding the rank of captain and those positions will be eliminated when the individuals who are currently holding the positions are promoted, demoted, retire, resign, or otherwise terminated from service.

The reorganization Ordinance does not outline the cost savings from the elimination of positions. According to the posted compensation disclosure, (note: this is for 2013; current total compensation report has not been posted online) the position of captain had a total compensation package of $144K – 155K per year. This could amount to a shift of about $750,000 per year from employee salaries/compensation to be used for pension funding. There were a total of 117 positions on the LWFD payroll in 2013 not including paid trustees.

No long term financial plan has been publicly approved by the LWFD Board.

Elmhurst Fire Department news

Mayor Steve Morley will appoint Thomas K. Freeman as the City of Elmhurst’s new fire chief at the upcoming City Council meeting on Tuesday, September 6th.

New Fire Chief

Freeman comes to Elmhurst after serving as the fire chief for the Lisle-Woodridge Fire District for 22 years. He also worked as a firefighter for the Village of Evergreen Park where he was promoted to several positions, and eventually became assistant fire chief. Freeman has over 44 years of experience and expertise in firefighting and holds a Masters in Public Administration from Northern Illinois University. Among many certifications and memberships, he is an active member of the DuPage County Crisis Management Team.

Freeman is charged with leading the Elmhurst Fire Department operations while managing fire control and prevention, overseeing enforcement of municipal fire codes, and coordinating fire safety community outreach programs.

Chief Freeman will assume his role as the City of Elmhurst Fire Chief on October 10, 2016.
