d. Purchase Agreement – Fire Truck

Board to consider an ordinance approving the purchase agreement with Macqueen Equipment, LLC for one Pierce Velocity Pumper Fire Engine.

Background of Subject Matter:  This contract is to have apparatus and equipment built with Village of Westmont specifications in accordance with state and federal regulations. The purchase price is $1,084,837, with payment made in 3 installments

2. Purpose
This Agreement sets forth the terms and conditions of MacQueen’s sale of the Product to the Customer.

3. Term of Agreement
This Agreement will become effective on the date it is signed and approved by MacQueen’s authorized representative pursuant to Section 22 hereof (“Effective Date”) and, unless earlier terminated pursuanttot h e terms
of thisAgreement, it will terminate upon the Customer’s Acceptance and payment in full of the Purchase Price.

4. Purchase and Payment
The Customer agrees to purchase the Product specified on Exhibit A for the total purchase price of $1,172,000.00 (“Purchase Price”). Prices are in US Funds.
NOTE: Upon final inspection at the factory for pick-up or delivery, the customer will need to supply a “Certificate of Insurance” and “FULL PAYMENT” prior torelease of the vehicle, unless prior arrangements for vehicle’s release have been made.

5. Future Changes
Various state or federal regulation agencies (e.g., NFPA, DOT, EPA) mayrequire changes to the Specifications and/or the Product and in any such event any resulting cost increases incurred to comply therewith will be added to the 6.
Purchase Price to be paid by the Customer. Any future drive train upgrades (engine, transmission, axles, etc.) or any other specificationchanges have not been calculated into our annual increases and will be provided at additional
cost. The Company reserves the right to update pricing in response to manufacturer-imposed increases as a result of PPI inflation. The Company will document and itemize any such price increase for the Customer’s review and
approval before proceeding. There will be a $10,000.00 cap on the amount of increase resulting from the PPI inflation. Customer shall be notified of any possible increase at least fourteen (14) months prior to anticipated
delivery of the apparatus. Should the customer choose not to accept the pricing update, the customer has the ability to cancel without penalty or cancellation fee.

8. Delivery, Inspection, and Acceptance
a . Delivery
Delivery of the Product is approximately 45.5-48.5 months of the Effective Date of this Agreement. Risk of loss shall pass to Customer upon Delivery. Delivery shall be made and title documentation shall pass upon Customer’s complete fulfillment of its obligations arising under Section 4 hereof. Due to global supply chain constraints, any delivery date contained herein is a good faith estimate as of the date of this order/contract, and merely an approximation based on current information. Delivery updates will be made available, and a final firm delivery date will be provided as soon as possible.

Should the Village of Westmont elect to make a 100% prepayment at contract signing, a discount of ($116,604.00) can be subtracted from the above “Sale Price” resulting in a
revised contract price of $1,055,396.00 OR $1,058,707.00 with Performance Bond.

50% Prepayment Option:
Should the Village of Westmont elect to make a 50% prepayment of $586,000.00 at contract signing, a discount of ($58,302.00) can be subtracted from the above “Sale Price

Prepayment Option:
Should the Village of Westmont elect to make a $390,000.00 prepayment by 1/20/2024, another $390,000.00 prepayment by 1/20/2025 and then the remaining balance ($295,222.00 or $298,533.00 with Performance Bond) by 1/20/2026, a discount of ($96,778.00) can be subtracted from the above “Sale Price”

Three people were injured after escaping an apartment fire in Old Town overnight. 

Just before midnight, flames were visible from the fourth floor of the building near Wells Street and North Avenue in Chicago. 

A man and woman were taken to Northwestern Hospital in fair condition for smoke inhalation. Another man was taken to the same hospital in good condition with a possible ankle injury. 

A fourth floor resident who escaped the fire said he heard something so loud, he thought it was a gunshot. 

An investigation is underway.

3-Alarm fire in Evanston, 1-28-24

Excerpts from abc7chicago.com:

A large fire in an Evanston building left two stores destroyed Sunday night. Fortunately, it was unoccupied at the time of the fire and there were no reports of injuries. The fire broke out at around 8:30 p.m. at 1402 Greenleaf Street.

Fire officials said when crews arrived, the fire spread quickly and it took about three and a half hours to get ahead of it.

Four businesses perished, including two pottery shops, a yoga studio and a production office for Stuart-Rodgers Photography.

Fire officials said the cause of the fire remains under investigation.

Wheeling Fire Department news

The search for a chief began in October, and Salela was among 37 candidates for the post, seven were interviewed, and four were finalists.

Salela is expected to begin his new job Feb. 20 and receive a $180,000 base annual salary.

Formed in 1896, the Wheeling Fire Department was a volunteer organization until 1969, and Salela will be just its third chief.

Elgin Fire Department news

A house fire in the 200 block of Hamilton Ave. just before 9:30 a.m. Thursday in Elgin left one firefighter hospitalized and a home heavily damaged. 

On arrival, smoke was seen coming from the attic, and crews attacked the fire from the inside and found flames coming from the attic, first floor, and the basement. 

The fire was contained in about 20 minutes. 

One firefighter was taken to the hospital with a minor injury, but no other injuries were reported. No one was inside at the time of the fire. 

Damages from the fire are estimated at over $175,000.

Some of the top authorities on firefighting and emergency care in the U.S. appeared in Chicago on Tuesday.

With more than 150 people already killed in fires in the U.S. this year — a rate on track to top 2023 fire deaths in the country — fire prevention safety measures were a big focus in a wide-ranging press conference at a firehouse in North Lawndale on the city’s Southwest Side  because it’s one of the busiest in the city.

Chicago Fire Commissioner Annette Nance-Holt joined Federal Emergency Management Agency (FEMA) officials and U.S. Fire Administrator Dr. Lori Moore-Merrrell on the Chicago leg of a three-city tour to promote FEMA’s #WinterReady Campaign.

Tuesday’s campaign stop was held at the firehouse .

They also called for better building standards and enforcement of existing fired codes, citing stats on deadly fires nationwide like the following:

  • 1.2 million structure fires were reported in 2023.
  • 2,300 people were killed in fires in 2023.
  • So far in 2024, 162 people have died in fires, 25 of them children under age 5.
  • So far this year, Chicago has only had one fire-related death. But last year that number was 30, the highest total in recent history.

Just over the Indiana border earlier this week, five children died in a fire in South Bend. Officials say that fires today are burning faster than ever before, giving people less time to escape.

“This is partially because of the synthetic materials used in our furnishings and interior and interior finishes today,” explained Steve Kerber, vice president and executive director of the Fire Safety Research Institute. “It’s possible that a fire starting in a bedroom or a living room with a small flame can lead to a full room of fire in less than three minutes.

“And the heat and smoke generated by that fire are going to spread to the adjacent room and hallways of the room that’s on fire, making those rooms unsurvivable very quickly.”

The #WinterReady Campaign moves from Chicago to Columbus, Ohio, for its next stop. Additionally, FEMA has a virtual #WinterReady Extreme Cold Summit scheduled for Friday at 12:30 p.m.
