From Mike Summa for #TBT:
For TBT – This truck belonged to the Melrose Park Fire Dept. I know this is a Hazmat Unit, as indicated on the trailer. The trailer is pulled by an IHC Mini Pumper. And that is all I know. So any information on this would be greatly appreciated.Mike Summa

Mike as others have stated that rig was part of the International Harvester Melrose Plant fire brigade.

It would probably be safe to say it is a Darley body since their plant used to be in Melrose Park.

Thinking this may be from an industrial fire brigade at one of the large manufacturing facilities in Melrose Park, best guess would be IHC (Navistar) plant at North and Mannheim Roads. The color of the rigs and the word ‘Operations’ on the trailer lead to that assumption.

Can’t really tell builder of the apparatus but the IH chassis appears to be of early to mid 1970’s vintage. I think they dropped out the the light truck business around that time.
