Carpentersville Fire Department news

The Carpentersville Fire Department’s new chief has a list of 10 objectives expected to be completed by mid-October — dubbed the “100 Day Plan” — to improve communication, training, risk management and personnel collaboration, said Chief John-Paul Schilling, who started his new position June 28.

 Since launching the initiative July 13, the fire department has tackled seven goals on the list. Village administrators, fire officials and executive board members from the full-time and part-time firefighters unions were in the midst of developing the plan before Schilling officially started, he said, making it easy for him to contribute ideas and jump headfirst into his leadership role.

The plan largely centers around the creation of committees — such as a safety committee, a training committee and an interdepartmental budget team — that will focus on reviewing past practices, revising guidelines and recommending improvements for specific areas within the fire department. With a large number of firefighters interested in being involved, Schilling said, committees will be re-evaluated annually.

Other objectives include establishing new procedures for recruiting and hiring part-time firefighters, as well as researching the feasibility of a project management software to improve efficiency and transparency — a process that could be implemented villagewide, Schilling said.

Additionally, Schilling has already begun holding regular labor-management meetings, as well as periodic meetings with battalion chiefs and lieutenants. Those sessions, he said, have prompted comments, concerns, suggestions and necessary discussions between staff members at all levels.

“Chief Schilling has done an excellent job reaching out to members and instilling the confidence in them that he will do everything in his power to ensure the most positive outcome,” Rick Nieves, president of the Carpentersville Professional Firefighters Union, IAFF Local 4790, said in a statement.

Elgin Fire Department news

Elgin firefighters retired the colors at Station One along Summit Street on Thursday afternoon, marking the retirement of Chief John Fahy.

After being presented the folded flag, Fahy said he was grateful and thanked his family, colleagues and the city for the opportunities that came from being a firefighter.

Fahy worked as a firefighter in Aurora for six months before coming to the Elgin department in February 1987. He was named chief by outgoing former City Manager Sean Stegall and took the post in January 2011.

Prior to that, Fahy led the fire union for six years. He also served on the Kane County Board from 2006 to 2010 as a Republican representing District 21, which covers West Dundee, where he and his family live.

Fahy noted that during his tenure, the department upgraded technology; doubled available paramedic service to the community; started a community outreach program with each station adopting a social service agency to support; upgraded its fleet with the purchase of several ambulances, ladder trucks and fire engines; remodeled stations; and began an Explorer program for youths.

Fahy retires from a job that paid him about $168,000 a year, and he now heads to Elgin Community College to become senior director of academic programming and public safety at the new ECC Center for Emergency Services in Burlington, a post that pays $85,000 annually.

Assistant Chief Dave Schmidt will be acting chief through early October, during what’s left of Fahy’s vacation time with the city. After that, Kozal will name Fahy’s replacement.

Lombard Fire Department news

Village of Lombard names Richard A. Sander as next Fire Chief

Sander_Rick145_thumb.jpgThe Village of Lombard has named current Naperville Deputy Fire Chief Richard A. Sander as its next fire chief beginning on October 3, 2016.

Sander has served the City of Naperville since 1998 as a firefighter paramedic, lieutenant, captain, and acting battalion chief, before being promoted to deputy fire chief in 2011. Sander’s career began as a firefighter and paramedic in 1979 with the City of Harvey, IL. Since then he has also worked for the City of Aurora and the Village of Oak Brook.

Village President Keith Giagnorio said the village staff was impressed by Sander’s qualifications and more than 33 years of experience in the fire service. Sander is scheduled to be sworn in at a regularly scheduled Village Board meeting on September 15, 2016.

While serving the City of Naperville, Sander oversaw 10 fire stations and served as the incident commander at major emergency incidents. Sander offers extensive knowledge of fire science as well experience serving as the President of the Sugar Grove Fire Protection District’s Board of Fire Commissioners and the Post Committee Chairman for Naperville’s Explorer Post Fire Cadet Program.

Sander received his EMT Paramedic Certification in 1983 and achieved his Bachelor of Fire Science from Southern Illinois University in 1993. He is a Certified Illinois State Fire Marshal Officer II and a Certified Illinois Office State Fire Marshal Fire Apparatus Engineer.

Cancer and PTSD in the fire service

Firefighters experience post-traumatic stress disorder at rates similar to combat veterans, according to a new report released Tuesday by the International Association of Fire Fighters.

While firefighters aren’t surrounded by warfare as combat veterans are, elements of the daily job can be difficult to deal with. The sheer volume of calls, the nature of the job and the possibility of losing a colleague in the line of duty can be difficult to handle, said Alvin White, president of the Houston Fire Fighters Association.

Almost 20 percent of firefighters and paramedics had PTSD, the report said, compared to the general population’s rate of 3.5 percent. Another study found almost half of surveyed firefighters in Florida had considered suicide and 15.5 percent had made attempts.

Firefighters also face a higher risk of dying from cancer compared to the general population, according to the report.

“In fact, the number-one cause of death among firefighters is not from the fire itself, but from the occupational exposures to the toxins and carcinogens at the fire scene and exposure to diesel exhaust,” the report said.

White doesn’t think the rate of PTSD has increased necessarily, but instead thinks awareness of the issue has gotten better, following 9/11. Prior to the terrorist attack in 2001,  PTSD wasn’t something that was tracked efficiently, White said, but rather something handled at the fire station.

Now White and others in the IAFF want to push for new legislation that will let PTSD diagnoses qualify for worker’s compensation benefits. They also want to bring attention to cancer risks among firefighters.

House fire in Westchester, 8/19/16

The Westchester Fire Department responded to a structure fire at 1657 Norfolk at approximately 1745 hours (8/19/16). The companies reported they had heavy fire (@ChicagolandScanner), but they were able to get a quick knock on the fire. The Incident Commander later requested an Investigators Box on the scene of the fire. Westchester Truck 25, Engine 26, and Medic 25 were on scene along with a fire investigator from Elmwood Park. Thanks.

3-Alarm fire in Maywood, 8-17-16 (more)

Made it to a job in Maywood on Wednesday (8/17/16). Wound up as a 3rd alarm, mainly for manpower and relief. Large apparently vacant frame dwelling. It looked like they had quite a bit of outside fire and it may have communicated to a small 1 story commercial building in sector 2. Lots of busy truck guys for a while when I first arrived. All the images and a short video can be seen here:

Northbrook Fire Department news

Northbrook Fire Chief Jose Torres, just over halfway through his second year in command, has shaken up his staff, naming a new deputy chief and demoting the current deputy.

The moves come as Torres finishes a plan that will guide the village’s emergency services and preparation, in response to thousands of new residents expected to move to developments approved by Northbrook over the last two years.

“We’re taking a look at where the fire stations are, seeing whether they’re in the best place to continue to provide services in the most timely manner,” Torres said.

He said areas of stress on the department include more than 700 new apartments on the way to being occupied on Skokie Boulevard, as well as the northwest corner of the village, which is difficult to reach because of obstacles such as the expressway.

Previous growth has already left the Northbrook fire service challenged. In each of the last five years for which department records are available, its average arrival time to locations on surface streets has risen slightly, from 5 minutes and 13 seconds in the fiscal year ending in April 2011, to 5 minutes and 35 seconds in 2015.

Torres’ plan, which he said will be done by the end of 2016, or at the latest, the end of the village’s fiscal year April 30, 2017, will reflect on how the department might change in the next three, five and ten years.

He said he is also looking to raise the profile of the department, which has improved over the years to an Insurance Service Office rating of 2, the second-highest possible.

Torres’ new deputy chief is Dan Quinn, a 27-year department veteran who has for years led the drive to raise and protect the insurance rating, which reduces some Northbrook insurance bills. Quinn has also been a leader in emergency preparedness, Torres said.

Quinn, who led one of the department’s three shifts, has basically switched jobs with former Deputy Chief Tim Smeltzer, who takes those duties as a battalion chief. Quinn, served as a battalion chief, but had a mostly honorary title of district chief, Torres said.

Torres said that since the change was made in late July, Smeltzer has been doing a good job as a battalion chief, and is happy with that position, but the switch does not come without pain. Smeltzer’s annual pay will drop “commensurate with his position,” Torres said.

According to the village’s salary schedule, that means a reduction from over $137,000 to about $120,000 for Smeltzer, and a similar raise for Quinn.

“There are just differences in leadership and management styles,” between Quinn and Smeltzer, Torres said.

Torres, who was recently appointed as a representative to the Illinois Fire Chiefs Association, said he wants the department to raise its profile both regionally and nationally, since he considers it one of the finest in the country.

Torres said he has made other personnel changes, down to who handles fire hose, pump and air-mask testing.

He said he expects those moves to better prepare the department for personnel absences.

He said the normally large cadre of paid-on-call Northbrook firefighters has fallen to the point where only six are at his disposal, compared to the budgetary limit of 18. The reduction, he said, has come as the on-call firefighters have moved up to regular jobs around the area.

He said he’d like to triple the on-call ranks, and to do so will likely expand the distance from Northbrook where on-call firefighters can live, from the first ring of towns around the village, to places such as Buffalo Grove or Lake Forest.
