I see the primary valve now

It’s a secondary valve. It’s in case the driver becomes incapacitated the officer can pull the brake. The primary valve is lower right of the steering wheel.

Some agencies do that to have another way to stop the vehicle in case of an emergency. If you look there’s also one on the driver side.
