Bill, normally I would agree about one contract, however there are only one or two vendors that will even deal with the city at this point (E-One & Rosenbauer) and really only one the city wants to deal with, so there’s not much point in bidding out septate contracts.

Thanks Marty. They were adding so many engines to that order I was beginning to wonder about it. It will be interesting to see who finally bids on this multi year contract for tower ladders, aerial ladders, and engines when it finally opens on September 24th.
Even though the city would like to order new rigs in one fell swoop by having a combined contract for all 3 types of apparatus, I feel that it further complicates things. More things can go wrong and by having all three types on the same contract it only makes things kind of sticky.
Even when Chicago was buying exclusively from Spartan Crimson a few years ago the engines and trucks were on separate contracts.

Bill, the engines have all been addendums added to the airport order.

Michael, Chicago purchased the previous E/One tower ladders through the Houston/Galveston Area purchasing consortium which allows fire departments and other government agencies to take part in an apparatus purchasing pool which saves them some money.
I understand that fire departments who take part in this purchasing pool have to pay a fee to take part however it seems to be good for relatively small purchases for the short term as modifications generally are made according to each department’s specifications. For larger, extended purchases they are better off having multi-year contracts like they are currently planning.
As far as the E/One engines go, I am not sure if they were purchased the same way or if they might have been part of an add-on to the two 2014 high volume E/One foam pumpers for Engines 9 and 10 at O’Hare.

Mike, The CFD has two Lt’s and one Capt. assigned to every fire company. All have the same responsibilities with the exception that the Captain of the Engine is responsible for the firehouse as a whole, from cleaning and toiletry supplies to flags and the apparatus, anything that happens in the firehouse is the responsibility of the Captain 24/7. The Truck Captain is responsible for the apparatus as a whole. In the absence of a Captain (due to a vacancy or medical leave) the senior Lt would have these duties.

If the city had to re-submit the bid for fire apparatus,how were they able to get these two towers? Or for that matter the seven engines that were placed in service earlier this year? Don’t get me wrong, the rigs are badly needed. Were they able to purchase them some other way?
