Glenside FPD news (more)

It’s been nearly three weeks since eight teens were burned at a weekend bonfire in Lombard. Four of them suffered severe burns and had to be hospitalized. Two remain at the hospital.

Alyssa Wolff, 15,  is many things: A varsity cheerleader, a friend, a school leader and now, three weeks after the accident, she’s also a motivator, hero and fighter.

“It was just like a huge explosion and the first instinct was to help my friends,” she said.

One of the boys attending the gathering poured gasoline on the dwindling flames. All of a sudden, he was on fire. She said she remembered what she learned in kindergarten. She stopped, dropped and rolled. Then she realized her friends were injured more than she was.

She burned her wrist trying to help one, who was in shock.

Firefighters and paramedics arrived quickly and all four of the friends were taken to the hospital and eventually they were taken to Loyola Medical Center’s burn unit, where two are still going through painful procedures.

She is home now and her street lined with red ribbons. And her recovery is going well. Her swollen burned face is healing beautifully. She said she knows how lucky she is. She said the experience has been life changing and has charted the course for her future. She wants to be a nurse and work in the burn unit at Loyola.

Mount Prospect Fire Department news (more)

Barring any unforeseen obstacle, Mount Prospect will be moving its downtown fire station to the north side of the village. With one dissenting vote, trustees agreed to pay about $1.48 million for a building at 111 E. Rand Road. The building will be remodeled and replace the current fire station and headquarters at 112 E. Northwest Highway.

The village now has a 60-day due diligence period to review the property’s environmental suitability and structural condition.

Officials say the new location will mean significant improvements to response times in areas where the fire department has struggled to achieve its four-minute objective. An independent study by the Illinois Fire Chiefs Association indicated there would be major improvement in areas that include Prospect High School, Randhurst Village, the Boxwood neighborhood and the Kensington Business Center.

Buying an existing building and remodeling it will save the village as much as $3.7 million compared to building a new fire station from the ground up, officials say.

Milwaukee Fire Department news

With his crews stretched by major fires this week, Milwaukee Fire Chief Mark Rohlfing says he’s recommending deeper cuts to the department’s 2019 budget.

Rohlfing told the Common Council’s Public Safety committee that he’s preparing to eliminate one engine and the 15 positions that go with it. The department must find at least $1.1 million in savings. The proposed cuts for 2019 come on top of reductions in previous years, including the closing of six firehouses since last  year. The head of the firefighters union said the closures were hurting response times.

Rohlfing responded to firefighters’ union president Mike Bongiorno, who said in two recent apartment fires, the Milwaukee Fire Department fell short of a national standard for response times. In one case, an apartment fire near North 39th and West Hopkins streets, witnesses said tenants had to jump from the building to escape the smoke and flames. The department had 21 people on scene eight minutes after the fire call, short of the national standard of 27 people, Bongiorno said.

Rohlfing said that Milwaukee doesn’t have a problem with response times, despite station closures and personnel cuts. His budget proposal will be reviewed over the coming months before it goes to the Milwaukee Common Council in the fall. At the end of Thursday’s committee meeting, city budget director Dennis Yaccarino said there would also be cuts to the Milwaukee Police Department.

Wheaton Fire Department news

Based upon the feedback from the city council after the July 2017 presentation, the fire department began researching available stock units within the fire apparatus industry. Manufacturers were requested to provide information on available units that had base capabilities like our existing vehicle (i.e. 300-gallon water tank, 2000 gpm pump, 100 ft. tower ladder, minimum ground ladder storage of 198 ft., 10 kW generator, and compartments configured closely to the existing vehicle to accommodate current equipment).

Six manufacturers that commonly sell aerial tower ladders were contacted and only two manufacturers responded with available vehicles. Several manufacturers made no effort to respond after multiple inquiries on our behalf and others indicated that they had no stock units available. The two responding companies with available units that meet or exceed our base needs were Pierce and E-One. The following are the vehicles that were quoted:

E-One provided two vehicles (Vehicle #1 – Sales price: $1,096,064.00 and Vehicle #2 – Sales price: $1,022,282.00) with a quoted trade-in value for our current vehicle of $225,000.00.

Pierce provided one vehicle (Sales price: $1,190,100.00) with a quoted trade-in value for our current vehicle of $400,000.00.

Based upon the information jointly reviewed by fire department administration and Fleet Maintenance Superintendent Sam Webb, it is recommended that the City of Wheaton purchase the stock tower ladder quoted by Pierce for $1,190,100.00 and trade-in the existing vehicle for $400,000.00 which would result in a net sales price of $790,100.00. The quoted vehicle is closely matched in design to our current vehicle and it will directly meet our operational needs. The delivery date is 60-90 days from execution of the agreement.

Rutland Dundee Fire Protection District news

The Rutland Dundee Fire Protection District wants a judge to terminate a contract it has to provide fire and ambulance services to about 30 homes in the West Dundee Fire Protection District.

In their lawsuit, Rutland officials argue its residents are unfairly subsidizing the fire and ambulance service by paying three times what the West Dundee residents pay and that the agreement, originally approved in 2004, was last changed by board members who no longer are in office.

According to the suit, filed in Kane County, Rutland and the West Dundee Fire Protection District, signed an agreement in November 2004 to have Rutland provide fire and ambulance services for a yearly cost of $7,500. The West Dundee Fire Protection District is a group of luxury homes off Frontenac Drive and Boncosky Road just west of Route 31 and is a taxing body that only exists on paper. Under state law, it may contract for fire and ambulance services.

Tom Gilbert, West Dundee Fire Protection District attorney, said Rutland should honor the deal, which runs until April 2020. The agreement has been updated over the years, but Rutland has been taxing its residents the maximum under the Property Tax Limitation Act, or tax cap, and Rutland residents are paying a rate effectively three times the amount paid by West Dundee Fire Protection District residents.

“It is the deal they made,” Gilbert said, noting the original $7,500-a-year pact has been adjusted for inflation over the years and is now about $12,000. “Our plan is to stick to the agreement.”

Also, the suit argues, all of the Rutland fire trustees who signed off on the contract and subsequent changes to it are no longer on the board so the current board is not bound by it.

If a judge terminates the deal, numerous scenarios could come into play — the two most immediate being the West Dundee Fire Protection District may contract with another district for services or sign another deal at a higher annual cost with Rutland.

West Dundee Fire Protection District officials used to contract with the village of West Dundee for fire services in the early 2000s, but when the village asked to increase the contract, they signed the 2004 deal with Rutland.

The two sides are due in court on Aug. 13.

Des Plaines Fire Department news

Firefighters from four area departments responded to a house fire on Des Plaines’ south side at approximately noon 5/18/18. First arriving crews reported light smoke showing from the single-family residence at 2032 Welwyn Ave. just east of Des Plaines River Road. The response was quickly upgraded to a Code 4 bringing in Firefighters from Park Ridge, Rosemont, and North Maine.

According to Des Plaines Fire Chief Alan Wax, the fire started in a back room and spread to the attic. Someone from the home called 911 to report the fire. A cause was not immediately known. The fire was out by approximately 12:30 p.m.
