My guess would be not much use for it. Really not a lot of places that are not accessible with a short walk from a station or with a Tower Ladder from below. FDNY has un-powered rail carts carried in a box truck that can be special called for major incidents, but even those are rarely used.

How come the cfd doesn’t have a rail rescue vehicle that can travel on the tracks
