They are either in the spare yard just in case if they are ever needed or just for storage.

There’s a neat view at maps.google.com if you put in Concord and Throop. In the satellite view, you see several pieces of apparatus on Throop. In the yard, it looks as though the reserve snorkel is there.
You can then go to the street view which is a bit different and likely taken a a different time.
Kinda cool, if you are bored and/or interested.
