Apartment fire in Berwyn, 4-12-17

Here are some shots of the Full Still Wednesday night in at 6615 W. Cermak Road in Berwyn. The initial fire call came in at approximately 19:00 Hours, and command quickly requested a Full Still. I arrived on scene just as overhaul was in progress. North Riverside Truck 806 and Forest Park Engine 401 were due to the scene along with Berwyn Chief 900, Quint 901, Engine 902, Engine 903, Truck 904, Ambulance 905, Chief 908, Chief 909, and Chief 916 with Stickney Engine 1203 due for the Change of Quarters.

Forest Park officials took action at Monday’s village council meeting that they hope will enhance the operations of the West Suburban Consolidated Dispatch Center (WESCOM) when the village joins next summer.

By a 5-0 vote, the council approved entering into a memorandum of understanding with Oak Park, River Forest, Elmwood Park, and WESCOM to apply for a $419,000 federal grant to upgrade fire dispatch equipment for all the agencies.

Forest Park officials voted in September to join WESCOM, acceding to a state of Illinois requirement that smaller municipalities combine municipal dispatch operations. Gov. Bruce Rauner signed the consolidated dispatch law on June 29, 2015, after it was passed by the Illinois General Assembly earlier that year. The law requires municipalities throughout the state with populations of less than 25,000 to consolidate their dispatch operations by mid-2017 to reach that population number. With some communities — primarily downstate, without 911 centers — the law is seen as a first step toward universal 911 service statewide.

The Federal Emergency Management Agency (FEMA) 2016-17 Regional Assistance to Firefighters grant would allow WESCOM to purchase state-of-the-art fire dispatch equipment. Forest Park has been working with the other agencies on the grant application since before the village officially joined in anticipation of eventually becoming a member.

According to the memo of understanding, Oak Park will be the lead agency, agreeing to administer the grant. Oak Park’s responsibilities will include asset accountability and reporting requirements.

Under terms of the application process, each agency will provide a cash match of 15 percent of the total cost of equipment to be purchased with grant funds. Of the total $493,572.02, all but $74,035.80 would be funded by the grant, the rest by the participating agencies.

Officials at the agencies determined the equipment they would need, leading to a different total for each. Forest Park’s total is $58,648, of which the 15 percent share would be $8,797.20 and the grant allocation would be $49,850.80. For the other agencies, Oak Park would pay $33,075.50 and receive $187,427.81; Elmwood Park would pay $18,314.03 and receive $103,779.51; River Forest would pay $7,317.42 and receive $41,465.41; and WESCOM would pay $6,531.65 and receive $37,012.69.

A federal fire assistance grant that Elmwood Park and other neighboring suburbs are seeking would improve response times and lead to a more efficient system, said an official with the West Suburban Consolidated Dispatch Center.

The center, based in River Forest, is the 911 center primarily responsible for dispatching police, fire and emergency calls for the communities of Elmwood Park, Oak Park and River Forest. The communities have joined together on a request for an Assistance to Firefighters grant from the Federal Emergency Management Agency, which, if received, would be used to digitize the current system used by the dispatch center.

Computer-aided dispatch is a technology that has become more widespread in dispatch centers. Used in the west suburban center’s system, it would help to automate some of the dispatch, which would allow for quicker response times. Currently, dispatchers take 911 calls over the phone, and while taking down information, they  sometimes have to switch over to the radio, arranging for dispatch.

Digital technology would allow the dispatcher to send automated dispatch messages to fire stations, while continuing to talk to the caller and taking down information.

The Elmwood Park Village Board voted at its Nov. 21 meeting to back a resolution in support of an application to FEMA, the recommending agency on the fire assistance grants.

Forest Park Fire Department news

The Forest Park Fire Department will purchase of a new fire engine and an ambulance thanks to a grant from the federal government and action taken by the village council.

The fire engine will cost $450,000, with $428,572, or 95 percent covered by a Federal Emergency Management Agency (FEMA) Assistance to Firefighters Program grant. The village will pay the remaining 5 percent, $21,428.00. This will replace a 1993 engine used as a reserve.

To facilitate purchase of the engine, the village also entered into an inter-local for cooperative purchasing contract with the Houston-Galveston Area Council. Gillian explained the contract fulfills terms of the agreement for the grant, which he said village officials have been pursuing for years.

Officials are still working on specifications and manufacturers but hope to place the order for the engine by the end of September. They will purchase the engine from a company that produces all components rather than the chassis from one company and the body from another.

The ambulance, a Road Rescue demonstrator, is $154,000 and will replace a 2005 model that will be traded in.  Funding for a new ambulance has been budgeted in each of the previous four years, but the money was needed elsewhere.The fire department hopes to accept delivery in early October.

The new vehicles join a 2003 truck and a 2007 engine in the department’s fleet.

To help finance the purchases, the village council voted Monday to establish a 10-year $750,000 line of credit with Forest Park National Bank. Gillian explained the line of credit will be used to finance the initial equipment and vehicle purchases. After the final purchases are made, the village will refinance with loans, 10-year loans for what he called the “big-ticket items” and five-year loans for the lower-cost purchases.

Forest Park Fire Department news

With the swearing in of Phil Chiappetta as deputy chief and Tim Conrad as lieutenant at Monday’s Forest Park Village Council meeting, the village fire department’s leadership team has been restored to full strength.

The appointments of Chiappetta and Conrad conclude a series of moves triggered in June when Fire Chief Steve Glinke announced his retirement and Bob McDermott was promoted from deputy chief to replace him. Although he retired as fire chief, Glinke continues to serve the village as director of public health and safety.

The final move will be hiring a new firefighter, which McDermott said he hopes to do by early September.

Chiappetta and Conrad are longtime members of the fire department with Conrad serving for 25 years and Chiappetta for 15.

Chiappetta started in the fire service as a contract paramedic in Berwyn in 1995. He switched contracts and came to Forest Park in 1997. The first firefighter/paramedic Forest Park hired in 2001, he was promoted to lieutenant in 2010.

Conrad started his fire service career as a paid-on-call firefighter in La Grange in 1990 and joined Forest Park in 1991.

Chiappetta has served the Fire Department in various capacities, including training officer and union president. State Fire Marshal’s Office certificates he holds include fire officer I and II, advanced firefighter III, hazardous materials technician A, and rescue specialist-vertical I, confined space operations.

Conrad’s duties include public education coordinator, fire inspector, CPR instructor and union president. He also earned an associate’s degree from Triton College in River Grove in fire science technology. State Fire Marshal’s Office certificates he holds include fire officer I; advanced firefighter III; hazardous materials technician A; and vehicle and machinery operations.

Chiappetta will be paid $117,379.67 annually and Conrad $97,208.42.

Forest Park firefighters provide free winter coats for area children

Operation Warm was about more than providing coats to Forest Park children who need them to brave the winter. It was also about the warm hearts of the firefighters and their families, who welcomed residents to their station last Sunday morning. They provided a veritable feast of sweets and drinks, but, more importantly, they showered the kids with attention.

The program was the brainchild of Phil Chiappetta, president of the Forest Park Firefighters Association but it was definitely a team effort. For the second year in a row, Chiappetta and other firefighters used the proceeds from their 5K race to purchase coats for local children. Last year, the fire department distributed the coats at the Community Center but Chiappetta thought it would be more personal to host the event at the firehouse.

“Each coat is made by union workers at Operation Warm in Atlanta,” Chiappetta explained. “They cost $35 apiece and we’re giving out 67 this year.”

There were 24 families selected to receive coats this year.

Forest Park 2nd Alarm Fire & EMS Box 6-12-14

One minor injury was reported after an extra-alarm fire [Thursday night] at a senior citizens’ apartment complex in Forest Park.

Firefighters responded to the fire around 11 p.m. at the Linden House Apartments, a five-story housing complex for seniors in the 1000 block of Des Plaines Avenue. Approximately 60 residents were evacuated because of the blaze, and many had already begun evacuating before firefighters arrived.

Forest Park Box Alarm 11-30-13

Forest Park companies were dispatched to 7515 w Roosevelt tonight for a reported kitchen fire. Upon arrival, crews found fire showing from the roof of a large, 3-sty, L-shaped apartment building. Command requested a Box Alarm right away. Forest Park 402 made quick entry to the 3rd floor and knocked the main body of fire down pretty quick. Here are some of my photos.
