Police and firefighters will conduct training exercises in a mock neighborhood at the Joint Public Safety Training Campus on the West Side, raising the total cost of the project to $128 million.

Construction on the $33 million, state-of-the-art tactical scenario village used for police and fire training will include a fake city block, a six-story burn tower, a car crash rescue area, and other settings and props to simulate real-life emergencies. Construction is scheduled to begin this summer.

Construction on Phase 1 of the training campus at 4301 W. Chicago Ave. is nearly complete, and includes a building with classrooms, administrative offices, and an auditorium.

Renderings for the tactical village show a typical neighborhood block in Chicago, including multiple two- and three-flat residential brick buildings complete with fences, curbs, sidewalks and yards. Each building will have back stairways, porches and a two-car garage. One will have a basement. An alley with mock dumpsters will separate those buildings from a multi-story structure with shops and businesses on the ground floor plus apartments above.

The $33 million price tag for the mini city scenario village is in addition to the $95 million cost of the rest of the Joint Public Safety Training Campus, bringing the total cost of the project $128 million. The Public Building Commission increased the budget for this portion of the project from $20 to $33 million in September 2021 without community input or opposition. 

Despite facing strong opposition from activists and organizations like No Cop Academy when it was announced five years ago, City Council approved plans for the new West Side cop and fire academy in 2019. Instead of pouring more money into the police budget, activists wanted city hall to spend the money on housing, social services, and schools to address root causes of violence. Those organizers are now drawing parallels between Chicago’s scenario village and a $90 million safety training center set to begin construction in Atlanta, which is facing fierce public opposition.

Officials have defended the academy, saying it will play an important role in training officers and recruits so they’re better able to respond to emergencies.

The campus will allow the police department to strengthen collaboration with fellow public safety partners and continue enhancing training for officers. “This facility will also provide [the Police Department] with the tools and resources needed for modern, 21st-century policing based on national best practices.”

Police and fire personnel currently train at seven different locations throughout Chicago’s city limits, including a vacant Chicago public high school in South Shore that the city leases for $1 a year from the board of education. The police also train in a residential building called a “Safe Entry training home” across the street from the main police academy at 1300 W. Jackson Blvd.  Each of the seven training locations are slated to close once the new campus opens. 

Construction on the mock tactical buildings is scheduled to be completed by the end of 2022. The residential-style buildings will not have water or gas service, and the interiors will be stage sets.

Besides the neighborhood block part of the village, there will be a six-story burn tower, a multi-story mixed-use live fire building, a haz-mat transportation area, a rail prop area, a car crash rescue area, and a driver training course. 

A two-story technical rescue prop is designed to resemble a collapsed parking structure or train station. The rescue prop will have a series of angled and partially broken slabs of concrete with sacrificial panels meant to be removed and put back in place. It will have a series of vaults and pipes to create confined space training opportunities for firefighters and will serve as a training scenario for parking garage incidents, confined spaces, trench rescue, and collapsed building rescue.

Current and future firefighters will train in a live-fire commercial training tower meant to simulate high-rise and low-rise scenarios. Mounted to the top of the structure will be heavy-duty, bomb-proof anchors for tying off ropes for rappelling and other training exercises. There will also be a dedicated area for training on how to respond to car crashes and provide emergency medical treatment during extrications.

The live-fire buildings, driver training course and rescue prop areas are expected to be finished by early 2023.

Chicago to upfit ambulances for keyless idle.

Surveillance video from April 25 shows a Chicago Fire Department ambulance turn onto Cermak, coming to a stop in front of the Chinatown firehouse at 4:30 p.m. Both paramedics walk into the firehouse, leaving the ambulance idling for roughly 12 minutes before a man walks up, first passing the firehouse then circling back around to the front of the vehicle.

At 4:44 p.m., the man opens the driver’s side door – which appears to be unlocked – and climbs inside. Just five seconds later, the ambulance pulls away.

Another 12 minutes pass before the paramedics can be seen walking back outside, stopping in their tracks and turning to one another in shock as they realize the ambulance is gone.

During the more than 70-mile police chase, the driver – who authorities later identified as 45-year-old Chicago attorney Benjamin Herrington – delivered an incoherent and at times disturbing rant via the ambulance’s radio before he was eventually taken custody in the far southwest suburbs. Herrington was charged in Grundy County with possession of a stolen vehicle and damage to government property, both felonies. Herrington has not posted bond and remains in custody in the Grundy County Jail. There is a status hearing in his case next week, with a trial date set for September.

But when it comes to the theft of the ambulance itself, the Chicago Police Department said it closed the case without an arrest of its own, and the Cook County State’s Attorney’s Office said the matter was never referred to them for charging.

The Chicago Fire Department said at times, they need to leave ambulances running for the purposes of electronics, charging batteries and cooling. But the department is currently in the process of outfitting its more than 90 ambulances each with a new anti-theft device that allows the ambulances to idle without the keys, and if someone breaks into the vehicle or tries to force the ignition, would turn the ambulance off.

Still and Box Alarm fire in Chicago, 7-6-22

On Wednesday afternoon, we followed a column of smoke and came upon a well-involved 3-sty newly constructed house @ 910 N Wood, extending to 912 N Wood. This home was under construction at the time of the fire, and appeared to be receiving spray foam insulation. Engine 30 arrived and deck-gunned the front of the house, while Engine 14 backed down the alley and deck-gunned the rear. In all, six hand lines were in use with the two deck guns. Heavy fire consumed the attic space of the exposure house to the north. CFD did a great job and brought it under control quickly. Here are some shots from the fire. Full gallery is on our site.

A ceremony was held Saturday for Chicago Firefighter Bobby Herrera, whose name has been added to a street near 18th Street and Carpenter Avenue, the same block he grew up on in Pilsen.

Bobby’s company, Truck 32, posted on the block with a the flag draped over it as city leaders joined Herrera’s family and friends for the big reveal, honoring the late Chicago firefighter. Herrera served for decades before dying from throat cancer last year, just two months after he retired. His is legacy now etched on the Pilsen corner forever for family and friends to have a constant reminder in Herrera’s hometown, highlighting the kind of man he was.

Fatal fire in Chicago, 6-26-22 (more)

Three young brothers who died in a West Humboldt Park fire were trapped in a basement apartment with only one exit that was blocked by flames. A fourth boy remains in critical condition from the fire, which broke out early Sunday in the back of the apartment at 4032 W. Potomac.

The child’s mother was burned and inhaled smoke from the fire. Flames blocked the back door — the only exit — forcing the mother to break a window and escape. The mother remained incapacitated at a hospital while she recovers from burns to her face.

 

Firefighters responded at 12:20 a.m. and had to break through the apartment door, which was locked from the inside. Two children were found unresponsive in a room near the door, and the two other children were found on the other side of the apartment. Firefighters rescued all four of the children, who had suffered smoke inhalation.

Aiden Cruz, 5, was pronounced dead at Saints Mary and Elisabeth Medical Center. Jayden Cruz, 6, and Angel Rodriguez, 11, were hospitalized but later died. The fourth child remains hospitalized.

Investigators determined the fire was caused by an open flame in one of the back rooms, but everything beyond that remains under investigation. It’s unclear what set the fire, or if it was accidental.

Firefighters could hear working smoke detectors when they arrived at the home, but didn’t find any in the basement.

Property records show that the home had three apartments including the basement apartment, but it remained unclear if the basement apartment was built or operated legally since it had only one exit.

All four children were brothers who lived with their mother and her partner at the apartment.

Fatal fire in Chicago, 6-26-22

A child has died and at least five other people are hospitalized after a fire broke out at a residence in the 4000 block of West Potomac early Sunday morning, and originated in the basement of the building. Firefighters got six people, including four children, out of the building. All six individuals were taken to nearby hospitals, and a child later passed away.
