Why does it have warning lights on it the truck seems like a waste of money couldve bought a 21 passenger van

Cadets not allowed to have windows? Wouldn’t a stock mini-bus like the car rental companies use at the airports or an ex-transit bus have made more sense?

This is a transport vehicle (crew truck) for taking cadets to training activities not held at the academy
