The Mount Prospect Fire Department will be purchasing four automatic chest compression devices and seven thermal imaging cameras in 2019. Trustees approved the equipment upgrade requests 6-0 at the Tuesday, Feb. 19 regular village board meeting.
The fire department settled on the Lucas chest compression system due to their compatibility with Northwest Community Emergency Medical Services. While the total cost of the devices is $51,880, the village will only pay $4,756, due to the Assistance to Firefighters Grant that was awarded to the fire department in 2018. Taking the lowest of three bids the fire department will purchase the Bullard QXT Thermal Imaging Cameras from Dinges Fire Co. at a cost of $53,795.
The cost of the cameras came in just under the Capital Improvement Plan budget of $54,000.

In 2018, Mount Prospect experienced 25 cardiac arrest incidents. Of those, 18 were pronounced dead at the scene, seven were taken to a hospital where six patients recovered and one passed away.
Mount Prospect Fire Chief Brian Lambel presented the PulsePoint app to the village board Committee of the Whole meeting. The app, which has been used in Naperville for the past three years, allows volunteers trained in CPR and/or to use an automatic external defibrillator (AED) to register for an alert if there is a cardiac arrest event reported nearby.
The 911 system connects with the app and sends an alert to the mobile phones of volunteers who are within a quarter mile of the victim’s location. The app will also advise where the nearest public AED is located. Emphasizing that his investigation and consideration of PulsePoint is in the preliminary stages, Lambel said it will cost $10,000 to implement with an annual subscription fee of either $8,000 or $13,000.
The fire department is part of the Northwest Central Dispatch (NWCD) system which dispatches 11 fire departments. If they will embrace the program, the costs would be shared by all 11 communities.
If Mount Prospect were to join the PulsePoint program alone, the village would bear the entire implementation fee and the annual subscription fee, which would be reduced to $8,000, the price for communities of under 300,000 residents.
Lambel assured the board there would be after-action surveys that go out, “If it doesn’t work or there are problems we either fix the problem or get rid of the app.”
“3,300 communities in 42 states already have PulsePoint,” Lambel said. Rapid City, SD, is a town slightly larger than Mount Prospect and is reporting that 85% of cardiac incidents are getting early CPR with a reported 45% survival rate.

As work on Mount Prospect’s new fire station shifts from design to construction, the cost of building the headquarters at 111 E. Rand Road may be exceeding early estimates. Although a final construction budget isn’t expected until March, initial forecasts are putting the project about $433,000 over budget.
A series of cuts have been suggested that would not affect operations to bring costs back within budget. They include reducing the number of sound control panels in the apparatus bay; reducing the radiant heat in the slabs both inside and outside the building; reducing the amount of ceramic wall tile in the bathrooms; relying on diesel rather than natural gas for its generator; and installing one monument sign, located at the Rand Road entrance, instead of two.
The construction documents are expected to be complete by Feb. 19. Public bids are expected by March 12, with a final budget that month. Construction is slated to start in April and finish by April 2020.

Two Mount Prospect firefighters were recognized for their many years of service at the Mount Prospect Village Board meeting Tuesday (Oct. 16).
Kevin Christianson, a 30-year veteran of the Mount Prospect Fire Department, was presented with a gold-framed “Career Employee Certificate of Service”. He is also a member of the Federal Emergency Management Agency (FEMA) Urban Search and Rescue Team, in charge of hazardous materials.
Also recognized, but unable to be present at the meeting, was Lt. Joel Knoll with 20 years of service in Mount Prospect, He has received 17 letters of recognition and has been a paramedic for 18 of those years.

Barring any unforeseen obstacle, Mount Prospect will be moving its downtown fire station to the north side of the village. With one dissenting vote, trustees agreed to pay about $1.48 million for a building at 111 E. Rand Road. The building will be remodeled and replace the current fire station and headquarters at 112 E. Northwest Highway.
The village now has a 60-day due diligence period to review the property’s environmental suitability and structural condition.
Officials say the new location will mean significant improvements to response times in areas where the fire department has struggled to achieve its four-minute objective. An independent study by the Illinois Fire Chiefs Association indicated there would be major improvement in areas that include Prospect High School, Randhurst Village, the Boxwood neighborhood and the Kensington Business Center.
Buying an existing building and remodeling it will save the village as much as $3.7 million compared to building a new fire station from the ground up, officials say.
