The city of Joliet has increased fees it charges for ambulance services provided by the Joliet Fire Department. The $200 fee increases will have the biggest direct impact on people who live outside Joliet. The city bills Joliet residents for ambulance service but waives any portion of the bill not covered by Medicare, Medicaid, or private insurance. The waiver does not apply to nonresidents.

The new fees will be $1,800 for Basic Life Support, $1,900 for Advanced Life Support, and $2,000 for Advanced Life Support II. The mileage charge will go up by $3 a mile to $18 a mile. The higher fees are expected to generate an additional $195,000 for the city.

The city will not charge a fee for transport without medical treatment.

The Joliet City Council on Tuesday approved the fee increase. The last fee increase was in 2015. The city also plans to go out for bids on the billing service for ambulance fees. Joliet now uses Andres Medical Billing.

Joliet had a house fire on the west side. It happened at about 1:45 this afternoon. The fire was at 1411 Broadlawn Dr. Joliet Quint 9 was first due and made a quick knock. Engine 8, Engine 10, and Battalion 2 were also there. Jim Skrabel

The City of Joliet is taking a closer look at overtime costs, especially in the fire and police departments.

The fire department has spent more than $1 million on overtime, which is 60 percent of its overtime budget for the year, according to a report presented to the Joliet City Council Finance Committee this week.

The police department has spent only 26 percent of its overtime budget, although the total of $652,000 makes it the second-highest among city departments.

Administration is preparing an analysis of police and fire overtime for the Finance Committee, City Manager David Hales told the committee.

The issue of fire department overtime came up in February, when Fire Chief Joseph Formhals sought council approval for the acquisition of a truck, which would have required lower staffing. He said he was trying to address overtime amid staffing shortages. Firefighters objected. The mayor called the $300,000 spent in December on fire department overtime obscene. Eventually, the plan was shelved.

The analysis presented next month will consider the effect of vacant positions on overtime, as well as how sick time and time off for workers’ compensation contribute to the costs. The size of overtime budgets tends to be connected to the size of the departments and the need to call in staff for emergency help.

The city has spent $507,000 on overtime in the Public Works Department through March. Public works has used up a higher percentage of its annual overtime budget, 73 percent, than the fire department.

Other departments have used even higher percentages of the budget, even though the overtime costs are relatively low. The financed has used 94 percent of its overtime budget while spending a little more than $7,000. 

So far this year, the city has spent about $2.6 million on overtime.

Joliet will not convert a damaged tower ladder into a quint, a move that was opposed by firefighter unions when it was proposed in February to control overtime costs. The Joliet City Council this week approved a new proposal to spend $85,000 to repair the damaged basket and keep it as a tower ladder. The 17-year-old tower ladder was damaged during a fire call on Christmas day. Formhals said it will eventually need to be replaced.

Firefighters, who packed a February council meeting when the quint plan was on the agenda, argued that the use of quints also reduces tools available to fight fires and are less effective. The conversion of the tower ladder to a quint would have cost $183,000.

Fire Chief Joseph Formhals had also proposed buying a demo-quint for $842,000 to replace the department’s one aging quint. He said the discussion with unions could continue until the next union contract talks. The contract runs through 2019. He had sought to reduce staffing requirements to cut back on overtime paid to compensate for staffing shortages.

Each new recruit was sworn in with the Oath of Office and each signed “The Book”. Every firefighter that has started with the Joliet Fire Department since 1908 has signed “The Book” and added their previous profession. Many friends, family and JFD personnel joined in the ceremony to welcome these new recruits. Congratulations to All!

The proposed acquisition of a quint faced stiff opposition from Joliet firefighters, while the mayor said the city needs to do something about obscene amounts of overtime.  Firefighters at a city council workshop meeting Monday said putting a quint in downtown Station 1 would threaten public safety in the older section of the city.

The quint would allow the department to cut back on staff and save on overtime spending. It would replace an engine and a ladder truck at Station 1. Each requires a three-firefighter crew, so using a quint would cut back the number of firefighters at Station 1 by three. Firefighter said it would also reduce the number of firefighters that first arrive at the scene of a fire.

Fire Chief Joe Formhals said he did not consider the vehicle a threat to public safety but it might allow him to get some control of the overtime. “The purpose of the quint is to free up those three individuals so we would have them somewhere else,” Formhals said.

The mayor pointed to $300,000 spent on fire department overtime in December. The truck would cost $842,000.

For the second time in three months, the iconic old prison in suburban Joliet has caught fire. 

Joliet police said Monday morning the former Joliet Correctional Center was on fire, but it was not clear how serious the flames were.  Traffic near the prison was being detoured as firefighters battled the flames.

Further details weren’t immediately released, but a spokesperson for the Illinois Department of Corrections, which owns the facility, said the fire was under control just before 11 a.m. 

In May, a massive fire erupted at the former prison, which was built in 1858. 

The prison closed in 2002, and whle it has not had any inmates since, it served as somewhat of a tourist attraction in the area. 

Several high-profile inmates spent time at the facility, including serial killer John Wayne Gacey. Movies including the Blues Brothers and numerous television shows have also filmed at the old prison.

Joliet Fire Department Lt. Shawn Carroll, who was incredibly well-liked by his professional colleagues and a source of inspiration to countless people, died Saturday after a second bout of cancer. He was 38. Carroll had been a member of the Joliet Fire Department since 2000.

Shawn’s wife, Krissi, posted the sad news of her husband’s death on Facebook on Saturday afternoon.

“At 1:25 p.m. Shawn Carroll, peacefully left his earthly body to gain his angel wings. It was the most peaceful thing I’ve ever seen. I feel comfort knowing he is no longer in pain, suffering, waiting on those next set of results. He will be deeply missed but asked that all of us smile and think of your favorite memory of him.”

Krissi Carroll also made it a point to extend a sincere thank you to every single person for their love and support, saying, “I know that Shawn would be deeply appreciative of the way you all have surrounded me with your love to hold me up,” she wrote.

A Joliet native, Shawn Carroll graduated from Joliet Catholic Academy, studied fire science at Joliet Junior College, and engineering at Southern Illinois University in Carbondale. 

In late November, an article noted that Carroll had previously beat cancer a few years ago, only to recently learn that the cancer had returned and was now in his lung. You can go here to visit the GoFundMe page established for him.

Besides his wife, Krissi, the couple had two young daughters.
