Truck driver gets jail for killing Hudson firefighter Chris Brown

The Pantagraph.com has an article on the sentencing of a truck driver responsible for killing a Hudson/Bloomington firefighter:

A Washington state man will serve four years in prison for causing the death of firefighter Chris Brown, who died when he was struck by a semitrailer truck last year on Interstate 39. Mansur Shakirov, 29, of Spokane, was convicted of felony reckless homicide earlier this year. He was credited with 117 days already served in jail.

Brown’s sister, Jennifer Radek, presented a statement to the court during Friday’s sentencing hearing.

“It is very difficult for the family to come up with a reasonable sentence that we feel would justify this incident and the loss of firefighter Christopher Reed Brown. But we feel a sentence of eight years would set a precedent and send that message to the legislators, lawmakers, owners of trucking companies and, most of all, to the drivers of those semis, that when approaching situations on our highways where first responders and emergency personnel are present, that they must slow down, move over and obey the established traffic laws, or be prepared to accept the consequences.”

Chris Brown’s mother, Pamela Brown, told the court about the hole his absence has left in their lives.

The family declined comment after the hearing. The sentence was issued by Associate Judge Casey Costigan. Prosecutors requested a sentence of eight years, although a term of 14 years or probation also were possible.

Brown, a career firefighter with the Bloomington Fire Department, died March 5, 2013, while working as a volunteer with the Hudson Fire Department. The accident occurred along an icy stretch of Interstate 39 north of Normal as Hudson firefighters were at the scene of a separate accident. Chris Brown left a wife and two young sons.

In March, a jury convicted Shakirov of felony reckless homicide for failing to reduce his speed and move over to the right lane to avoid hitting a Hudson command vehicle, Brown and others at the scene.

Speaking before he was sentenced, Shakirov expressed remorse, saying “I deeply regret what happened. My heart goes out to everyone in that family.”

“We were refugees in Russia. We had to leave,” Bakhtiyer Shakirov said. After the family relocated to Washington state with the help of a world relief organization when Mansur was 21, he worked during the day, attended an ESL school at night to learn English, eventually got his GED and graduated with an associates degree from a community college. “He was the first generation to go to college in my family,” said Bakhtiyer Shakirov.

Costigan said while Mansur Shakirov did not contemplate doing serious harm or intend for an accident to happen, his actions not only threatened, but caused serious harm to people and that his responsibility was to obey all traffic laws.

He said with the extensive news coverage the case has received, he hopes the public will think carefully about the safety of firefighters, police officers and other emergency personnel at accident scenes and act responsibly to prevent a similar tragedy.

“The court realizes there are no winners today,” Costigan said.

The funeral is Monday for Hudson/Bloomington Firefighter Chris Brown who was killed at the scene of an MVA, from the Pantagraph.com:

 The driver of a semitrailer truck that struck and killed one firefighter and injured five others at an Interstate 39 accident scene has been charged with violating Scott’s Law, which calls on drivers to show what one police officer said is “common sense” at roadside emergency scenes.

Mansur Shakirov, 28, of Spokane, Wash., has been issued citations accusing him of driving too fast for conditions and violating the Move Over Law, also known as Scott’s Law. State police are continuing to investigate the crash that killed veteran firefighter Chris Brown, 39, of Hudson.

The Move Over Law mandates that upon approaching a stopped, authorized emergency vehicle, a motorist should yield the right of way by making a lane change when it is safe to do so. A driver also must reduce speed and proceed with caution if changing lanes would be impossible or unsafe.

The funeral for Brown, a Bloomington firefighter who also volunteered for the Hudson department, will be at 10 a.m. Monday at Eastview Christian Church in Bloomington.

Scott’s Law was named after Lt. Scott Gillen of the Chicago Fire Department, who was struck and killed by an intoxicated driver while assisting at a crash on the Dan Ryan Expressway.

Six members of the Hudson fire department from western McLean County were injured, one fatally, as they worked an accident on a snowy interstate highway near Hudson Tuesday night.

 The 39-year-old volunteer firefighter for the Hudson Community Fire Protection District who was killed while at the scene of a multi-vehicle accident near Hudson Tuesday night has been identified as Chris Brown.

“Preliminary findings indicate that he died from multiple blunt force injuries (head, chest, pelvis) due to being struck by a semi-tractor trailer truck,” Coroner Beth Kimmerling said in a statement.

“Today we lost a member of our Hudson family,” said Hudson Fire Chief Dan Hite. “We share in the sorrow felt by his loved ones, and we must not forget the valuable contributions he made to this community and the impact he has left on the Hudson Fire Department. The Hudson Fire Department is a close-knit family and the loss of one of our own affects us all. A tragedy of this type is felt by each and every member, but together, we can make it through. Our thoughts and prayers are with his family.”

Brown, who was full time firefighter with the Bloomington Fire Department, was married and the father of two sons.

Six members of the Hudson fire department from western McLean County were injured, one fatally, as they worked an accident on a snowy interstate highway near Hudson Tuesday night.

A release from McLean County Coroner Beth Kimmerling and the Hudson Community Fire Protection District said firefighters were working a multiple-vehicle accident on Interstate 39 near Hudson at 9:45 p.m. when a southbound semitrailer truck carrying automobiles lost control and struck three emergency vehicles belonging to the Hudson fire department and the Illinois State Police.

Kimmerling’s office said 39-year-old Christopher R. Brown of Hudson was killed in the crash. He was married and a father of two.

The names of the injured firefighters have not been released.
