  It looks to me like the Village purchased a replacement vehicle for the totaled police vehicle before they knew insurance would completely cover a replacement. So they are using the insurance money to buy another vehicle, but this one for fire.

  The first document states simultaneous purchase, so I would assume that the Village is purchasing 2 of these.

  Many times, PD’s may just order more squad cars then hand the extra’s to the FD’s. More to it but that’s the general idea just to avoid placing multiple orders.
