  Every department does things differently. Some would rather cut loses and buy new rigs and get something for an outgoing rig before it has only scrap value.
  Others may keep it as long as possible whether front line or a spare until it’s no longer cost effective to dump money into it.

  That’s a nice looking unit. Its amazing that fire dept.s can dispose of good equipment at such young ages. We had to keep stuff for 25, 30, 33 years between replacements.
