The funeral for fallen Deputy Jacob Keltner of the McHenry County Sheriff’s Office in Northeastern Illinois was held Wednesday, March 13, 2019. Deputy Keltner was shot and killed in the line of duty while serving a warrant on a fugitive in Rockford.

The McHenry County Sheriff has confirmed the death of Deputy Jake Keltner, saying:

“We regret to inform you that shortly after 3:30p.m. today Deputy Jacob Keltner has passed away.

Deputy Keltner was shot earlier this morning while attempting to serve an arrest warrant with the U.S. Marshalls Great Lakes Regional Fugitive Task Force.

Deputy Keltner has served the community of McHenry for almost 13 years as a deputy.”

Illinois State Police engaged in a pursuit with the suspect, who stopped on I-55 in Logan County. Police negotiators were on-scene. I-55 and Route 60 were shut down. 

Rockford Police reponded to the Extended Stay America at 747 N. Bell School Road around 9:15 a.m for a call to assist agents with the U.S. Marshals Service Fugitive Task Force who were serving a warrant.

Police say shots were fired inside the hotel, and outside in the parking lot. Authorities said that a McHenry County deputy working with U.S. Marshals, was shot outside the hotel.

Authorities named 39-year-old Floyd E. Brown as a suspect. Brown was wanted on a suspect wanted for a series of robberies in Bloomington.

Police say Brown, a resident of Springfield, was able to escape the police in Bloomington on Sunday and was still at large. Brown was said to be in possession of a rifle and considered dangerous.

A female aquaintance of the suspect was found to be in the hotel room, suffering from a gunshot wound, which police say was fired by Brown.

Rockford Police say officers did not fire any rounds at the scene. The woman is said to have suffered a non-life threatening injury.

On Thursday morning, McHenry County Sheriff’s Deputy Jacob Keltner and his U.S. Marshals task force went to the Extended Stay America in Rockford to serve a warrant, and while his team never fired a shot, Keltner was gunned down through a window and later died as the suspect escaped and headed south toward Interstate 55.

A woman whom Rockford police described as an acquaintance of the shooter and Keltner were both shot by suspect. The woman suffered non-life threatening injuries. Keltner was sent to MercyHealth’s Javon Bea Hospital – Riverside and underwent surgery before his death.

Keltner, who was a Crystal Lake resident and a fugitive investigator with the U.S. Marshals Service Great Lakes Regional Fugitive Task Force, died at 3:30 p.m. He was 35. He joined the McHenry County Sheriff’s department in June 2006. A procession will be held at 8 p.m. Thursday from MercyHealth’s Javon Bea Hospital – Riverside to the Winnebago County Coroner’s Office.

Illinois State Police pursued the suspect down Interstate 55 and the man was stationary inside his vehicle on I-55 in Logan County as of Thursday evening. Northbound and southbound lanes on I-55 were temporarily shut down as well as Route 66. A standoff with the suspect, Floyd E. Brown, 39, believed to be of Springfield, continued late into the day. The state police SWAT team and crisis negotiation officers responded.

Bloomington police had investigated Brown in 2018 for a suspected burglary. He was also suspected of crashing a car into three other vehicles, injuring at least two people and fleeing. Brown was on parole at the time after being convicted for a series of 2011 burglaries in McLean and Macon counties. He was sentenced to 13 years in prison but was released in January of 2018.

Brown is charged with attempted murder and will have his bond set at $5 million if he is taken into custody. He could face between 20 years to natural life in prison if convicted.
