New apparatus are very expensive and wait times are still very long. The apparatus probably met their needs more than buying a manufacturer demo that won’t fit their operations, like alot of the demos that are out there right now. That could cost departments and their villages much more in the mid- or long-term when they have to prematurely replace a demo with an apparatus that is designed for their response area.
