Have they had any issues with the Spartan/Smeal?

In my opinion they should get rid of Quint 4 as it is not needed. Niles Tower 2 is auto aid on all fire alarms, fire etc. Plus you have Skokie Tower 16 and Truck 18 that are mutual aid. I would keep MG Engine 4R which is 1999 Pierce Saber as the reserve Engine until they replace Engine 5 which is 2015 Spartan/Smeal.
They also have Squad 4 which is cross manned and is 1993 Pierce Arrow no pump or tank.

It will become engine 4 and the quint will go to reserve.

which rig is this going to replace? My guess is Engine 5 since this does not have a ladder. Unless they are replacing Engine 4 and are not going to run a aerial unit anymore.
