The Greater Rockford Airport Authority is the owner of the Chicago-Rockford International Airport. The GRAA is a essentially its own municipality with regards to its operations. Here is how they are governed https://flyrfd.com/who-we-are/ . This is similar to the arrangement at DuPage Airport which is also an airport authority. In the late 1990s the GRAA operated a public safety department with cross-trained LEOs and FFs. At that time they staffed two ARFF apparatus and had reserves. I don’t know when they transitioned to City of Rockford FD then PRO-TEC. As for airport law enforcement, that too may be different.

I don’t think they were ok with this, but I think the way the contract with the airport and city was written what happened was allowed. I think the airport contracted to the city for fire protection and the city used Rockford firemen. When the airport ended the contract with the city they contracted with a private company instead.
