Oak Brook’s police and fire chiefs explained Tuesday that the village’s daytime population doesn’t directly impact their determinations of staffing needs, comments that came after a preliminary report from a village committee questioned the number that has been used for several years. The report, from Oak Brook’s Long-Term Strategic Planning Advisory Committee, contends that village staffing levels may be based on a mistaken daytime population that has been greatly overstated.

Oak Brook staff and officials have often referenced a daytime population, with many business and corporate offices in the village, of about 100,000 in a town with about 8,000 residents. But the committee’s research indicates the current daytime population to be considerably lower — 40,000 to 42,000. The committee also stated that Oak Brook’s daytime population is a key determinate of the size and scope of the village’s overall staff size, particularly with the police and fire departments.

But Police Chief James Kruger and Fire Chief Barry Liss said other factors should be considered. Kruger did say that factors such as call load and activity rate are impacted by the daytime population, which includes those working at any of the many corporate offices and retail businesses in the village and that staffing is based on a daytime population of about 30,000.

A board member said that while he respects Kruger and Liss, he found it disingenuous to hear them say the daytime population figure hasn’t been a significant factor in determining staff needs because the 100,000 number has been brought up in staffing reports and  contract negotiations over the past nine years, 

A resident and member of the Long-Term Strategic Planning Advisory Committee suggested that staffing for Oak Brook’s fire department should be compared to other communities, and that many in Illinois use an extensive number of all volunteer or paid on-call firefighters, which Oak Brook does not do and that the preliminary report from the committee includes information that neighboring Westmont, which uses some paid on-call firefighters, spends considerably less per fire call than does Oak Brook.

Oak Brook Fire Department news

A new three-year contract for Oak Brook firefighters provides for 2.5 percent annual salary increases and 15 to 20 percent employee contributions toward health insurance premiums, depending on the type of coverage chosen. Those components are the same as was the case in the previous contract, which ran from 2013 through 2015.

The final year of the previous contract called for firefighters to have a salary range of $62,154 to $83, 907, and for lieutenants to have salaries ranging from 73,599 to $99,358.

While that contract was effective as of Jan. 1. 2013, it wasn’t executed until June 23, 2014, about 1½ years after the effective date.

The contract covers 28 Oak Brook firefighters and firefighter/paramedics, but not the fire chief or three battalion chiefs nor contracted personnel.

Oak Brook Fire Department news

The union representing Oak Brook firefighters had its first negotiations session for a new contract with representatives of the village Monday, nearly nine months after the previous deal expired. Dave Kornfeind, president of the International Association of Fire Fighters Local Union 4646, an Oak Brook firefighter/paramedic, said firefighters presented proposals for a new contract, but wouldn’t provide details. The next negotiations session is scheduled for Oct. 14.

Fire Chief Barry Liss said the contract covers all sworn firefighter/paramedics and lieutenant/paramedics, totaling 28 people.

The previous contract ran for three years — from Jan. 1, 2013 through Dec. 31, 2015 — and remains in place until a new agreement is reached. The final year of the previous three-year contract called for firefighters to have a salary range of $62,154 to $83, 907, and for lieutenants to have salaries ranging from 73,599 to $99,358.

Oak Brook car fire, 6-4-15

The Oak Brook Fire Department responded to a vehicle fire at about 12:16 p.m. June 4 at 31st Street and Meyers Road.

Firefighters arrived on the scene to find the front end of a Porsche Cayenne in flames. The fire started near the vehicle’s engine and quickly moved into the passenger compartment of the vehicle.

Oak Brook is added to the site

The Oak Brook Fire Department in MABAS Division 12 has been added to the site. They have two stations which are #93 and #94 as a result of the Dupage County renumbering. The suppression fleet has been all E-ONE until recently when they took delivery of a 2014 Pierce Arrow XT PUC quint for Ladder 94.

32 career personnel cover just over 8 square miles, and they currently house Decon 12, formerly located at Carol Stream Station 27.
