I can’t speak specifically for Evanston and their tactics, but the majority of Chicago suburban departments don’t have the manpower to drop a guy at the hydrant and make an attack, its one or the other, or its the engineer’s job to send the water and secure water.
Since it is a video that appears to be spliced together, we may have missed the direction for the second up engine (that was next to the hydrant) to secure water. It very well could be Evanston’s SOG that the second in engine secures the water.

One question-Why are they humping the supply line when they drove right by the hydrant on the corner?
