Illinois State Trooper Killed on I294 3-28-13 (update)

The Chicago SunTimes reports that the truck driver that crashed into an Illinois State Police car killing Trooper James Sauter had apparently fallen asleep.

The truck driver involved in the fiery Tri-State Tollway crash last month that killed an Illinois State Police trooper allegedly fell asleep behind the wheel before the truck he was driving veered out of its lane, according to a report obtained by the Sun-Times.

The white semi-tractor trailer then slammed into a state police cruiser parked on the left shoulder of Interstate 294 near Willow Road in northwest suburban Northfield Township, police have said, killing 28-year-old Trooper James Sauter.

The truck driver’s name is not being published because court records show a citation charging improper lane useage was dismissed April 15, and he is not charged with a crime related to the March 28 accident. State Police spokeswoman Monique Bond said a death investigation is ongoing and “we will probably be seeking higher charges.”

Police have confirmed semi-tractor trailers are required by Illinois law to travel in the highway’s two right lanes.

Area fire departments receive federal funds

Fox32 Chicago reports that the Garden Homes Fire Protection District and the Blue Island Fire Department have been awarded federal funds:

CHICAGO (AP) – One Chicago-area fire department is receiving nearly $570,000 in federal money to beef up its first-responder capabilities.

The money for the Garden Homes Fire Protection District is the largest single chunk of money from $770,000 announced by U.S. officials on Wednesday.

The funding comes via a Department of Homeland Security program. Since 2001, it’s provided more than $5 billion in federal money for departments nationwide to pay for training, vehicles and other equipment.

Among others receiving some of the funds announced Wednesday is the Blue Island Fire Department. It will receive around $88,000. The Middletown Fire Protection District will get around $62,000.

Garden Homes also received FEMA money.

Lake Zurich FD to lose some inspectors

The Trib Local has an article about how budget cuts will affect the Lake Zurich Fire Department.

After Lake Zurich officials announced layoffs and job cuts in the village fire, police and public works departments, one board member has expressed concern about how public safety might be affected by the resulting 30 percent fewer fire inspections.

Lake Zurich will cut 11 positions, and five employees will be laid off as a result, according to budget. The fire prevention bureau will halve the number of its employees, going from four to two. Those cuts will result in a decrease in fire inspections by as much as 30 percent, according to fire department Chief David Wheelock.

Trustee Terry Mastandrea, who was fire chief in Lake Zurich for 21 years until he retired in 2011, said the fire department already has faced cuts over the years. Mastandrea said he fears tapering back inspections might prove dangerous.

“We don’t have enough people or resources to respond to fires, so the best way is to prevent them,” he said. “Why are we taking a step backward when we need to be concerned about public safety?”

In total, two fire inspector positions are being eliminated in the fire prevention bureau, and one is being reclassified from an “inspector” to a “fire prevention specialist”, Wheelock said. The new person in the job will have to take on additional duties as a result, Wheelock said, and will work with the deputy fire marshal. The change will save the department close to $135,000 per year, according to the budget.

The village also is looking to start a program in which owners of buildings at lower risk of fire can do self-inspections and report back to the fire prevention bureau, Wheelock said. The department hopes to get that program up and running this year, he said.

Mastandrea questioned the self-inspection plan, saying there is no real incentive for businesses to report themselves if there is a violation.

“We haven’t had a fire loss in years, and it’s because of the progressive fire prevention we have, and our inspection service,” Mastandrea said. “The only way we can make sure [buildings] are safe is to get out there and inspect them.”

Businesses usually get one warning before being charged for violations, Wheelock said, and the types of businesses targeted for self-inspection are small places like offices and mom-and-pop shops without much foot traffic.

Therefore, Wheelock said, he’s not concerned about giving owners a checklist of things to watch for and ways to remedy issues. He said even low-risk buildings would be checked at least once every other year by an inspector.

Lake Zurich makes about $32,000 a year conducting fire inspections for neighboring towns like Deer Park and Kildeer, Wheelock said. The reduction in inspections, therefore, only will take place in Lake Zurich, where businesses aren’t charged an inspection fee, he said.

Plainfield native killed in Texas blast

The TribLocal has an article which reveals that one of the fourteen people killed in last week’s massive explosion in West, Texas was from Plainfield.

A native of the Chicago area who was among the 14 people killed in last week’s Texas fertilizer plant explosion will be honored by local firefighters and police, officials announced Wednesday.

Kevin Sanders, 33, was with south suburban Plainfield’s emergency management agency for about five years, assisting police with events and traffic control, before moving to Texas four or five years ago, Frankfort Assistant Fire Chief Larry Rauch said in a statement. He is making the arrangements for an honor transport of Sanders’ remains upon arrival in the Chicago area.

Members of Sanders’ family still live in Plainfield and are now in Texas, where a service for fallen first responders is planned Thursday, Rauch said.

Sanders was a volunteer firefighter with the Bruceville-Eddy Fire Department near West, Texas, and was taking an emergency medical technician class at the West Fire Department at the time of the blasts, Rauch said. Sanders’ EMT class responded to the initial plant fire to help evacuate residents, Rauch said. He reportedly was caught in the second blast.

Sanders and his classmates were near the plant as the explosion ripped through, Rauch said. “Kevin was one of several first responders who gave their lives in the evacuation effort,” he said.

Sanders had been with the Bruceville-Eddy Fire Department for about two years, Rauch said. Details about the honor transport will be released when complete, he added.

Plans to honor Sanders are being coordinated with several local and state fire and law enforcement agencies, Rauch said.
