Village raises fees to assist Glen Ellyn VFD

The Daily Herald has an article outlining an increase in ambulance fees in Glen Ellyn.

Glen Ellyn is preparing to raise ambulance fees for nonresidents and to charge for some emergency calls it previously handled for free.

Trustees this week unanimously approved three changes to the fee structure to take effect June 15, 2014, with an eye toward offsetting rising costs.

“The fees play an important role in allowing the village to deliver exceptional (emergency medical service),” Assistant Village Manager Al Stonitsch said. “While they don’t produce a profit, they do help defray some of the costs.”

Officials, for example, said the village spent $1,055,372 in fiscal 2012-13 to provide ambulance service but collected only $744,544 in fees.

Under the first change approved this week, nonresident fees for two types of advanced life-support services will increase by $103 and $219, respectively, from the previous rates of $1,097 and $1,181. Resident fees and fees for basic life-support will remain at their current rates.

A second change is the adoption of two new fee categories for calls where patients are treated but not transported, and for citizen assist calls. The village does not currently charge for such calls, but noted they account for roughly 25 percent of ambulance responses each year.

In researching 18 comparable communities and fire districts, officials found many already are charging for such “treat/no transport” calls. Naperville, near the lower end, charges $50 for residents and $100 for nonresidents. The cost in Hinsdale is $450 and $650, respectively.

Village officials recommended the board adopt fees of $100 and $150 for “treat/no transport” calls and $50 and $100, respectively, for citizen assists.

In adding the fees for citizen assists, officials hope to discourage calls that don’t require an ambulance, Fire Chief Jim Bodony said.

Bodony said those calls frequently involve elderly residents who may have fallen out of bed at home or at a senior care facility.

“We get the call because they’ve fallen and just need the fire department to get them back in bed,” he said.

Village officials said adding a fee would prevent senior care facilities from using EMS as a backup when they don’t have adequate staff.

“I don’t know about the other trustees, but I would favor a higher nonresident rate for the senior facilities that are basically using the paramedics as their backup because they don’t want to pay for the nighttime help,” Trustee Tim Elliott said.

To soften the impact of the citizen assist fee, particularly among low-frequency users, village officials had proposed a “three strike” rule in which patients who receive citizen assist service would not be billed until the fourth occurrence.

The board eventually tabled that proposal.

Trustees also approved a third change to adopt an annual fee escalation clause that will increase by 2 percent or the Consumer Price Index, whichever is lower. That change will begin in June 2016.

Glen Ellyn VFD to get assistance from village water bills

The Daily Herald has an article about funding for the Glen Ellyn Volunteer Fire Department:

Bypassing a property tax increase to residents, the Glen Ellyn village board on Tuesday instead moved to address a revenue crunch at the Glen Ellyn Volunteer Fire Department with a flat fee on the village water bill.

The board voted 5-1 for a proposed property tax levy that would not contribute to the fire department.

The fire company’s revenue shortage has been on the horizon for some time, with the village moving to address it once and for all. Donations have stagnated and fallen short of covering company costs. The company brought in $456,000 in revenue in 2012, but its projected operating budget came in at $684,000.

A preliminary analysis by village officials concluded that the monthly rate increase to a water bill would come to about $8 for a single-family home, $5 for residents living in a multifamily unit and $12.50 for estimated commercial units. Had the board chosen the property tax option, the owners of a $425,000 home would have seen an increase of roughly $100 on their annual tax bill.

An increase to the water bill could be structured a number of ways, according to village officials. A commercial rate could be established and tiered based on square footage. A residential rate could be established for a single-family versus multifamily with a rate per unit included to assess apartment complexes.

A survey by village officials estimated that the village is saving $3 million to $3.5 million annually from what a full-time department would cost.

Even without taxes funding the fire company, the village’s tax levy still will increase by 2.6 percent.

New fire chief for Glen Ellyn

The Daily Herald reports that former Oak Brook Fire Chief Jim Bodony has been hired as the new fire chief for Glen Ellyn.

Longtime Oak Brook firefighter and retired chief James Bodony is a chief once again.

Bodony, who retired from Oak Brook in 2009, has been elected fire chief of the Glen Ellyn Volunteer Fire Company.

Bodony is a 40-year veteran of Glen Ellyn. He spent 37 years in Oak Brook and was chief from 2005 until his retirement.

Former Glen Ellyn treasurer guilty of embezzlement

The Chicago Tribune has an article about a former treasurer of the Glen Ellyn Volunteer Fire Department that has been convicted of embezzling fire department funds:

The former treasurer of the Glen Ellyn volunteer fire department was sentenced to five years in prison Friday for embezzling more than a quarter-million dollars from the department over a seven-year period.

David W. Garmoe, 56, a former volunteer firefighter, pleaded guilty Friday to one count of theft over $100,000. He was arrested in May 2011 after an investigation revealed that he had written dozens of department checks to himself and to his business, Fireground Supply in West Chicago.

The department noticed the discrepancy in February 2011 and alerted the police department, which conducted an investigation. Garmoe was placed on leave and arrested three months later.

Fire Chief resigns in Glen Ellyn

The Daily Herald has an article about the resignation of Glen Ellyn Fire Chief Pete Campbell:

 A 31-year veteran of Glen Ellyn’s volunteer fire department has resigned as chief without explanation.

Pete Campbell, who served as chief of the Glen Ellyn Volunteer Fire Company since April 2011, recently told members of the company and village officials he was stepping down.

Campbell is the 10th chief in the company’s 105-year history. He took over for Scott Raffensparger, who was chief for 10 years.

Lt. Craig Eldridge, the fire company’s spokesman, said Campbell “decided to resign and put in a letter to retire.” Campbell has been working with interim Chief Jeff Buccola on a transition, Eldridge said.

The 62-member fire company holds elections for the chief and assistant chief positions every April. Since Campbell is leaving before his term ends, a special election has been scheduled.

Glen Ellyn 3rd Alarm fire 3-27-12

A large house fire in Glen Ellyn went to three alarms Tuesday afternoon. The house had a long driveway and many trees which complicated access. Articles with photos can be found HERE and HERE.

Glen Ellyn box alarm June 27, 2011

At roughly 4:40AM on the morning of June 27th, the Glen Ellyn Volunteer Fire Department in MABAS Division 12 received a call from a homeowner in the 500 block of Dawes Avenue reporting his house was on fire.

Stephen Wilcox arrived as the first companies did and submitted information about the fire, commentary, plus several images.

500 block of Dawes, Glen Ellyn. 6/27/11 @ 0440 hours. This fire went to a MABAS box. The family self-evacated through the lower level rear double doors, they said. 

The Daily Herald reports that:

The homeowners were awakened by smoke detectors and escaped without injury, according to Craig Eldridge, spokesman for the Glen Ellyn Volunteer Fire Company.

Going towards the rear, the escape window is on the right side of the shot and we begin to see the conditions in the rear (“C”). There is a double sliding glass door in the middle of the lower level; a deck goes all across the back of the house and fire has taken hold of this sector.

Our first look at the fire in the rear. Need I mention the absolute necessity of doing a 360° walk around the fire building at all fires. It is surely a different ballgame with the information visible here. The point of origin was between the steps on the right and the double door opening. A cooking pit had been used earlier and replaced, in that area along with three propane tanks. All the tanks exploded adding the initial energy to the
fire spread. The family is reported to have self evacuated through those double doors.

Two and a half inch lines were used to knock this fire before the tower was brought into play to finish the job.
The fire is mostly under control by now. The water supply was lean. The water mains in the area are only four inch so it was necessary to control water usage. The tower had great placement to reach the roof-attic area. Both collapsed as did the second floor during this fight.

Firefighters arriving to a house fire at 555 Dawes Avenue in Glen Ellyn in the overnight hours of June 27th were met by heavy fire conditions. The house was two-stories in the front and three in the rear. Stephen Wilcox photo

The Glen Ellyn Volunteer Fire Department in MABAS Division 12 responded to a reported house fire in the 500 block of Dawes Avenue at 4:40AM on June 27, 2011. Stephen Wilcox responded and arrived with first companies to find heavy fire coming out of the front door and completely involving both floors in the rear. The alarm was upgraded to a MABAS Box Alarm. The family was able to escape the house unharmed.

The Daily Herald reported :

A Glen Ellyn house was seriously damaged Monday following an early morning fire, authorities said.

The two-story structure in the 500 block of Dawes Avenue was fully engulfed in flames when firefighters arrived about 4:30 a.m. The homeowners were awakened by smoke detectors and escaped without injury, according to Craig Eldridge, spokesman for the Glen Ellyn Volunteer Fire Company.
