The Naperville Sun had a recent article about the recent discussions on regional consolidation of fire protection services and the possible impact on the City of Naperville.
The DuPage County task force studying the possibility of consolidating firefighting services throughout the county has raised concerns about local fire stations closing to make service more efficient. However, at this point, it’s not likely to happen in Naperville.
[Naperville Fire Chief Mark] Puknaitis is part of the group that includes the DuPage Fire Chiefs Association, two members of the DuPage Mayors and Managers Conference and DuPage County Board member Gary Grasso (R-Burr Ridge) looking at how fire departments can consolidate some services to save money.
Last week, Grasso unveiled a working plan for a quadrant system, which divided the county into four sections. Naperville would be in the southwest quadrant along with s large section of Lisle.
The group’s effort is part of a broader conversation DuPage officials have been having for the last several years about strategies for improving fire protection services and making them more cost efficient. Puknaitis said that when it comes to costs, Naperville’s taxpayers are faring pretty well. He gave his own home as an example, saying that he only paid $100 per year on his property tax bill for fire protection.
Puknaitis said that Naperville property taxpayers benefitted from the fact that fire service is funded partially by revenue sources other than property taxes, such as the city’s sales tax. Many other fire protection districts are actually separate taxing bodies, limited in revenue to what they can levy in property taxes. He cited the nearby Lisle-Woodridge and Plainfield fire prevention districts, both separate taxing bodies.
Although no one on the task force has mentioned the possibility of actual consolidation of taxing bodies, the quadrant proposal is in its early stages and consolidating services of some sort might require agreements between different districts.
Puknaitis does see merit in the quadrant system and some sort of shared service between districts, including purchasing equipment, a significant capital expense for fire prevention districts. He said that new arrangements might be made between them to make response times quicker by using a neighboring fire protection district if it is actually closer to the location of a call.
Naperville accounts for about 20 percent of DuPage County’s calls for fire response and EMS, and it’s a function that has seen changes in recent history. Where once a typical local fire department’s responsibilities were predominantly calls for structure fires, modern fire departments are generally a diversified service.
Naperville averages 25 to 30 calls per year for significant structure fires but 11,000 to 12,000 for other calls, many for emergency medical services, activated fire alarms or smaller fire incidents.
Puknaitis feels that the entire county will be able to make fire protection better and more cost-efficient without closing any stations in Naperville.

Friday, May 23, NIPSTA Firefighter Academy Class 1402 traveled to the Skokie FD to use their training tower for live fires. It is week six of the nine-week academy and all basic skills have been completed and practiced in live fires. This week’s live fires were response evolutions where assignments were made using radio dispatch to the company officer (instructor). The 28 candidates working in companies with NIPSTA E2 and T1 performed a variety of skills including leadouts, laddering, forcible entry, and searches. This class graduates on June 13.

The Chicago Tribune has an article about the status of a measure to rename a post office in memory of CFD Captain Herbie Johnson:
Congressman Dan Lipinski (IL-3) has announced that the House Oversight and Government Reform Committee has approved the Herbie Johnson Post Office bill, HR 3085. The bill would rename the post office in Chicago’s Mount Greenwood community after longtime Chicago Fire Captain Herbert “Herbie” Johnson. The 54-year-old died two years ago while fighting a house fire on the city’s South Side.
“Captain Johnson heroically served area residents for over 32 years, paying the ultimate price protecting the neighborhoods he loved,” Rep. Lipinski said. “This bill not only honors him, but all first responders who bravely put their lives on the line every day for people they don’t even know. This bill insures that Johnson, his family and the sacrifices of all first responders will not be forgotten by future generations.”
Over the years, Johnson taught over one thousand recruits as an instructor at the Robert J. Quinn Fire Academy. After the terrorist attacks on 9-11, he volunteered with the rescue efforts in New York City. In 2007, he received the state’s highest award for firefighters, the Illinois Medal of Honor, for rescuing several children from a burning apartment.Congressman Lipinski’s bill would designate the Mount Greenwood Post Office, at 3349 West 111th Street in Chicago, the “Captain Herbert Johnson Memorial Post Office Building.”

Companies were dispatched to the report of a house fire just before 1300 hrs Sunday afternoon on the 300 block of Division in Lemont, IL. They had heavy fire in sector C on arrival and the incident was upgraded to a full still. A large amount of clutter inside made getting to the seat of the fire difficult. Lines were stretched interior as well as a line that was used in sector C from the exterior in order to access the second floor.
Eventually, the fire consumed the attic space in the 2-story and 1-story portions of the home. Companies were ordered out of the building and into defensive mode. Lemont Engine 921’s deck gun, Tri-State’s tower ladder and Lemont Truck 949 were put to work and the remaining fire in the attic was brought under control shortly after. The home was occupied but the owner was out and returned home to find the residence a total loss.

The Chicago Tribune has an article about
Chicago police shot and killed a knife-wielding man who chased paramedics responding to a 911 call for a person stabbed, according to authorities.
The shooting happened about 11:30 p.m. near the intersection of 71st Street and Racine Avenue in the Englewood neighborhood. The man shot by police died at 12:08 a.m. at Advocate Christ Medical Center, according to the Cook County medical examiner’s office.
A spokesman for that office said the man had been identified as 62-year-old Michael Myers of the 11300 block of South Indiana Avenue.
Patrick Camden, a spokesman for the Fraternal Order of Police lodge that represents rank-and-file officers, said a beat car responding to the scene encountered the man after he had chased paramedics and jumped on and off a moving fire truck.
The officers had at least one window open in their vehicle at the time, Camden said. The man approached the officers on the passenger’s side, Camden said. While this was happening, officers yelled at the man to drop the knife. When the officer opened fire, he shot through his open window while leaning over toward his partner’s seat as far as he could, Camden said.
The Chicago Police Department confirmed the shooting but provided no other details.
