Cicero ambulance stolen

The Chicago Tribune has an article detailing a man stealing a Cicero Fire Department ambulance from MacNeal Hospital … because he needed a ride home.

A 77-year-old man told police he stole an ambulance from MacNeal Hospital in Berwyn because he had just left the hospital and “needed to get home,” authorities say.

Officers caught up with John Neal just before midnight Tuesday on the South Side of Chicago, about 10 miles from the hospital and two miles from his home in the 6800 block of South Claremont Avenue, according to a police report.

There was damage to the passenger side mirror and the undercarriage of the ambulance, which is owned by the Town of Cicero. Neal has never had a driver’s license, police say.

The ambulance was parked outside the hospital, apparently idling with a door open, while two paramedics were inside MacNeal, said Ray Hanania, a Cicero town spokesman. Neal had been “kicked out” of the hospital where ambulances were parked, and may have been intoxicated and angry, Hanania said.

Barrington 2nd & 4th Alarm fire 10-10-12

The Barrington Fire Department received a call near shift change this morning for a barn on fire at 21089 Ridge Road in Barrington Hills. First arriving companies found light smoke visible from the road and proceeded down the private drive with Quint 362, Tanker 362, and Engine 363. Engine 361 dropped 1,000′ feet of large diameter hose back to the street where two 3,000-gallon portable tanks were setup for a water supply. This area of Barrington Hills has no hydrants.

The three units in the driveway provided 3,500 gallons of water plus another 960 gallons from Engine 1 prior to the establishment of the tanker shuttle. A MABAS Box Alarm was requested immediately and the alarm was upgraded to a 2nd Alarm within minutes. Tankers from Long Grove, Palatine Rural, Round Lake, and Wauconda were due along with squads from Cary and Lincolnshire-Riverwoods, trucks from Palatine, Elgin, and Mundelein, ambulances from Arlington Heights, Buffalo Grove, and Deerfield, plus engines from Algonquin, Fox River Grove, Lake Zurich, Carpentersville, West Dundee, and Hoffman Estates.

The barn/garage structure that was burning contained hay, a boat, a fork lift, and several other mechanical devices in addition to various equipment and supplies. Several horses were safely evacuated to an adjacent pasture.

The alarm was upgraded to a 4th Alarm for tankers only which added Fox Lake, Prospect Heights, Bartlett, Nunda Rural, and Crystal Lake.

Tim Olk arrived at the scene shortly after the Box Alarm was requested, and Larry Shapiro arrived roughly 30 minutes later. Both have images which will post plus a video as they become available.

One firefighter was transported to the hospital with an ankle injury.

Country Club Hills Controversy

Firegeezer.com has an article HERE that outlines an issue with the recently hired fire chief in Country Club Hills.

THE … TOWN OF COUNTRY CLUB HILLS, has a moral problem on their hands this week.  Just three months ago they hired a new fire chief Roger Agpawa, previously the deputy chief of the Markham Fire Department.  Following the open application season, Agpawa was selected from the field of candidates bringing with him an impressive resume of fire service credentials.

Unfortunately, he also brought with him a criminal conviction that wasn’t part of his resume.

According to the Sun-Times:

Agpawa was hired as the Country Club Hills fire chief in July for $98,000 a year plus a city Ford Expedition, even though he pleaded guilty to mail fraud as part of a 1997 medical insurance fraud case in federal court in Chicago.

Agpawa, 54, was charged in December 1997 with cashing bogus medical insurance claim checks and splitting the money with his partner in crime who worked as a claims approver.

Agpawa pleaded guilty to one count of mail fraud and could have served more than a year in prison.

Instead, he was ordered in 1999 to pay more than $60,000 back to the insurance company, serve three years of probation and perform 200 hours of community service.

Under Illinois law, a town cannot hire a firefighter with a serious felony conviction, but in an interesting twist, there is a difference between fire chiefs and rank-and-file firefighters.

Unlike firefighters, fire chiefs are appointed, not sworn, and not subject to the same state law.

But when it comes to fire chiefs, “all fire chiefs step out of the sworn area,” he said. “They are appointed.”

Usually, a mayor or a village manager — and not a fire commission — is the fire chief’s supervisor, Markowski said.

Mayors may use the same criteria as set out in the statute for sworn firefighters or “they can overlook it.”

One Country Club Hills alderman, Vincent Lockett, though, sang the praises of Agpawa.

“The guy has done a spectacular job for the city of Country Club Hills. He has saved the residents $400,000 in the short term,” Lockett said. “We haven’t had this type of management in many, many years in Country Club Hills. The fire chiefs used to allow the department to rape the city.”

“I don’t think one alderman would have anything negative to say about him,” Lockett said. “I guess I would have to say, let his past be his past . . .”I am proud to have him.”

DuPage County Radio System

The Daily Herald has an article about the new radio system in DuPage County:

Nearly two years after approving plans for a $30 million DuPage Radio System, officials Tuesday announced its countywide launch.

The DuPage Emergency Dispatch Interoperable Radio System consists of 3,134 portable radios and 53 radio consoles in the county’s nine 911 Public Safety Answering Points and allows for the melding of 60 first-responding units onto one system for the first time.

DuPage County Board Chairman Dan Cronin said the need for such a system was never more glaring than during a Sept. 5, 2008, standoff at Wheaton Bank and Trust where a police officer was injured and 12 people were taken hostage for hours before the gunman shot himself.

“Unfortunately, the lack of interoperability between the DuPage County sheriff and Wheaton radio systems was an obstacle, as officers were forced to use hand signals as a way to communicate during the incident,” Cronin said during Tuesday’s announcement. “This radio system will allow our DuPage County sheriff, municipal police, fire agencies and all first responders to communicate with each other and with agencies located throughout the state.”

The DuPage Radio System was operational and used during the 39th Ryder Cup at the Medinah Country Club in September.

All police departments that are members of the DuPage Emergency Telephone Safety Board that participated in the NATO conference events or activities in May also used the new portable radios to ensure seamless coverage.
